CHINA BEGS FOR AID.
Helpless Against Russian Occupation of
Mukden, Manchuria.
Pekin, Nov. 4.—The Chinese gov­
ernment is greatly disturbed at the
reoccupation of Mukden, the capital
of Manchuria, by Russian troops. The
foreign office is appealing to friendly
foreign legations for help and advice,
admitting its own helplessness in the
matter.
The communication relating to Muk­
den Is as follows:
The Russians employed a noted
brigand, who was accused of many
crimes against the Chinese, as chief
of one of the irregular bands of po­
lice that are organizing in Manchur­
ia. The authorities repeatedly re­
quested the surrender of this man.

“Thereupon a Chinese officer decap­
itated the brigajid without giving him
a trial. When this became known,
the Russians demanded the execution
of this officer within five days, giving

sian Minister, on the matter, and of­
fered to banish the officer, pleading
that he had exceeded his instructions,
and to remove the taotai. his super­

“There was a misunderstanding as
to the time limit set for these negoti­
ations. The Chinese thought it ex­
pired yesterday. Before the negoti­
ations were completed the news was
received here that Russia had ful­
filled her promise to reoccupy Muk­
den.”

Baker City—George B. Small has re­
turned from the new Mount Rastus
mining district. Be says that there
are fully 300 people in the camp at
present, and hundreds more are on the
road going in. Men of experience from
Cripple Creek, Colo., told Mr. Small
that the phonolite found iu the new
camp resembled in every particular the
phonolite found in Cripple Creek. Mr.
Small says that if the values are there
it is bound to lx« a rich camp, ae the
ledges are all right. A townsite has
lieen selected and surveyors are busy
laying it out into city lots. Purchas­
ers of town lota are numerous.
Claims in good localities sell readily
to the latecomers who have money.
The country where the phonolite is
found extends from 18 to 20 miles.
Prospectors are busy hunting ledges.
Within 30 days at the present rate of
increase there will be from 3,000 to 5,-
000 men in the new district. Men to
do assessment work are in great de­
mand. Moat all the men who go in
are eager to find anil locate claims for
themselves and have no time or incli­
nation to work for any one else.
Oregon City—Residents of Clackamas
say that negotiations have bean eon-

tion between Willsburg and Clacka­
mas. There has for many months
lieen rumors of such a deal, and the an­
nouncement of its eonsunimatien causes
much speculation locally. The feasi­
bility .of such an arrangement is recog­
nized since it is known that the South­
ern Pacific company has taken the pre­
liminary steps to construct another
roadlied by which its west side trains
may reach Portland from the east side,
the Willamatte river to be crossed at
Oswego. From that point the route of
tiie road will lie northerly connecting
witii the main line at Willsburg. An­
other line will extend from the Oswego
crossing point up the river joining the
main line just below this city. In this
way the railroad company proposes to
avoid the existing heavy grades be­
tween this city and Willsburg, and at
the same time shorten the route by four
miles. The old line is to be used for
local trains while the heavy traffic will
be transferred to the new line.
