Wednesday, May 13, 1903 THE SUMPTER MINER ARIZONA'S LIBERAL MINING LAWS. Oregon Might Profit by Fol lowing Suit. Oregon might profit by following the example of Arizona in the enactment of more liberal mining laws. Speaking of the Arizona laws, the Butte Inter Mountain says : "The changes made in the Arizona charter laws by a recent legislature are working in tho direction of tho mineral resources of the territory. These changes are of great interest to mining men. The legislation took the business of incorporating foreign and local corporations nut of tho hands of tho secretary of tho terri tory and made the territory itself the medium of transacting this business. "Tho auditor of Arizona has chargo of this branch of tho government, and since tho change was effected tho territory has been tho boucHciary of tho foes instead of tho territorial socrotary, whoso salary hitherto has boon princely and greater by $25,000 or $50,000 annually than tho salary enjoyed by tho president of tho United States. Tho burdou of payors has boon lessened and crodit of tho territory is said to tax- tho havo improved. "Tho chaugo in tho laws hare not, as it will bo bcou, impaired their liberality in any respect, but in some iustancos tho alterations present now attractions, and many corporations formed by uou-rosldcuts baro availed thomsolves of tho liberality of tho Arizona charter laws in prefereuco to the laws of any other state or terri tory. "Thoro is no auuual tnrt or tax on tho amount of capital stock, no an nual statomontH aro required, no ox nmiuation of tho airalrs of the cor poration is pormitted, atid tho legis lature doos not renorvo the right to repeal a charter. "Porhaps theso changes leuu a llt tlo too much toward liberality, but tho now enterprises that have come into Arizoua by reasou of them would ludicato that so far tho territory is tho gainer. The complete working out of theso now miuiuK laws will bo watched with interest." JAPANESE NAPKINS UNFAIR. Proprietor of Sumpter Drug; Company Hat His Troubles Also. Early last Friday morning L. C. Edwards, proprietor of tho Sumpter Drug company, was called up by 'phono and informed that his firm would havo to stop handling Japan ese napkins or it would bo placed ou tho unfair list and duly boycotted by organized labor. Tho demand purportod to como from a woll known labor leader. Mr. Edwards went skyward into tho Incorporeal vital breathing fluid for a brief space, and tho surrounding tempera ture rose several degrees. Ho resumed his prescription, however, mentally revolving the matter, and planning diro vengonco. But he wasn't left long to his cogitations. In a few moments another well known labor unionist caled up, presenting the samo demand. This was followed in rapid succession by another and another, eaoh purporting to come from a recognized local authority on labor questions. The beligerent druggist could 6tand It no longer. Donning his coat af mail, and cuirass and arming himself with his trusty thirteen-luch' repeater, a culverlu, machete, aud somo seventeen other implements of war, with blood iu his eye, and murder in his heart, ho sought the first mau who had dared interfere with his Japanese napkin trade. But tho labor man professed entire Ignorance of auy hostility ou the part of tho unions toward tho drug 11 rm, or auy disposition to interfere with tho salo of Japanese napkins. Mr. Edwards stood duni founded a second or so, aud thou the horrlblo truth dawued ou him. Ho had been made tho victim of a practical joke at tho bauds of his friends. Tho now turn was not a wrath sodativo by auy moaus. In silenco and anger ho returned to bis shop, planning a goneral decimation among his friends. But Time that mellows all grief and heals all wounds got . ,iu, h.U .work. Mr. Edwards thought after all it was'ouly a practical joke, and perhaps it would not bo right to render homos fathor loss aud swell tho army of widows aud orphans ou account of it. Ho reconsidered his blood-thirsty deci sion, aud later iu tho day a call camo that his presonco was desired at the Hotel Sumpter refreshment stand. He went; aud lined up along tho bar of this instructive and entertaining resort ho found his friends aud tormentors, together witli tlioir honchmou, a goodly number. Ho bought. Mr. and Mrs. Snvder Go East. Mr. aud Mn. R. T. Suydor left Saturday afteruoou for Duluth, tho homo of Mr. Snyder's parents. Mr. Suydor came hero In connection with tho Oregon Smoltlug aud Itotluing company, but lately became a mom bo r of tho firm of Burks & Snyder, min lug brokers. Ho still retains his partnership aud will return In about two mouths. Mrs. Sydor will spend tho summer at Duluth and at her old homo in Buffalo, Now York.
