The fact, of course. his long been patent, but one hanilv expects a Viereck to admit it, seeing that he himself was one of the propa gandists who undertook to turn that money into American sympathy for Prussianism. It was inevitable that the monev should be wasted. It was likewise inevitable that the effort put forth bv all the propagandists, imported or na- - tive, paid or unpaid, should be wasted, because it was based on an absunl misunderstanding of America. Viereck really thought that if he had been given $40,000,000 or $50,000. 000 to buy American newspapers with he could have kept America out of the war. He still thinks so, despite the experience of the New York Mail, which lost influence in proportion as it became an apologist for Germany, and waa forced to resume its Amer icanism in spite of its German con trol : German propaganda really succeed ed, to a remarkable degree, before thet war. It aroused in this country an unfounded and mischievous distrust of Japan, and a "tremendously exag gerated idea of German civilization. With' the beginning of the war, how ever," the Prussian doctors of opinion lost their cunning.
