that he himself was one of the propa
gandists who undertook to turn that
money into American sympathy for
Prussianism.
It was inevitable that the monev
should be wasted. It was likewise
inevitable that the effort put forth bv
all the propagandists, imported or na-
- tive, paid or unpaid, should be wasted,
because it was based on an absunl
misunderstanding of America.
Viereck really thought that if he
had been given $40,000,000 or $50,000.

able nd less menacing than the law
lessness' of conquering Prussianism.
These victims of Russian indigna
tion, may serve as examples of what
Germany may expect if she persists
in her ruthless policy of slaughter,
slavery arid exploitation. If Russia
cannot, fight openly, she can fight ef
fectively In secret. Prussia's favor
ite policy of terrorization at last
comes home to her. Henceforth no
Prussian life is safe beyond the east
ern frontiers!

Modern war conditions demand that our armies must have behind them na
tional solidarity, the coordination of all the vast activities and an indus
trial army many times greater than the Nation's fighting forces. '

been enlarged and new ones installed. Right of way is given to Govern

and direct its progress intelligently and effectively.
In organizing the military activities of the country, the Government has
had the effective cooperation of the Bell Telephone System, which even
in peace times reached 70,000 communities and now extends to the head
quarters of every Army Department and Naval District in the United States.
