The coat per pupil per year is 995 .73 against a oost of $31.61 In the oommon schools. The Post also asserts that the high schools do not fully fit a pupil to enter a college of nott; that it re quires much hard study and many w eeks of hard review ere a grade ate may enter the better colleges. The public schools of N. Y. City have 690,000 pupils. Of these 76, 000 are In the 5th grade and the percent in such higher grade de creases, until but four percent are In the high schools. Those who would like to get rid of the in. itiative and referendum through a convention therefore, have two battle« to wage. It is neoetsary for the public welfare and safety that every practioal guaranty shall be provided by law to assure the people generally, as well as the members of I he several parties,’!• t political parti« shall be fairly,Ire».« ly and honestly conducted, in ap pearance as well as in feet. The method of naming candidates for e le c tiv e p u b lio o ffices b y p o lit ic a l parti«, and voluntary political or ganizations, ie the beet plan yet found for placing before the people the m m w of qualified and worthy citizen«, from whom the electors may choose the officers of our gov ernment. The government of our state by its electors, and the govern ment o f a political party by Ua members, are rightfully based upon the « m e general principles. Every political! party,and every voluntary political organization, has the same right to V* protected from the intei- ferenoe of persons who are not iden tified with it as its known sad pub lically avowed members, that the government of the state has to pro tect itself from the interference of persons who are not known and registered as its electors. “It is as great a wrong to the people, as well aa to the members of a p o liti«! party, for one who is not known to be one of its members to vote or take any part %1 any eleo- lion or other proceedings of such political party, as it is for one who is not a qualified and registered elector to vote at a n y state election or take any part in the business ol the state. Every political party and voluntary political organisation is rightfully entitled to the sole and exclusive uee of every word of its o ffic ia l name. The people of* the slate, and the members of every po litical party, and voluntary politi cal organisation, are rightfully entitled to know that every person who offers to take any part in the affairs or business of any political party, or voluntary organisation in the state, is in good faith a member of suoh party. The reason for the law which requires a secret ballot, when all the electors chooBe their officer**, equally requires a secret ballot when the members of a party choose their candidates for public office. It is at necessary for the preservation of the public welfare and safety that there shall be a tree and fair vote and an honest oount as well as a secret ballot at primary elections,as it is there shall be a free and fair vote and an honest oount, in addition to the secret ballot at all elections on public officers. All qualified electors who wish to serve the people in an elective public of fice are rightfully entitled to equal opportunities under the law.
