way of a convention. He had the
people adopt an amendment to the
section prescribing the manner in
which the constitution may be
amended, and particularly provid­
ing that no constitutional conven­
tion shall be held nntil the act «11

to a vote of the people, and has
been approved by them. Those

convention therefore, have two

known to be one of its members to

political party, as it is for one who
is not a qualified and registered
elector to vote at a n y state election
or take any part in the business ol
the state. Every political party and
voluntary political organisation is
rightfully entitled to the sole and
exclusive uee of every word of its
o ffic ia l name. The people of* the
slate, and the members of every po­
litical party, and voluntary politi­
cal organisation, are rightfully
entitled to know that every person
who offers to take any part in the
affairs or business of any political
party, or voluntary organisation in
the state, is in good faith a member
of suoh party. The reason for the
law which requires a secret ballot,
when all the electors chooBe their
officer**, equally requires a secret
ballot when the members of a party
choose their candidates for public
office. It is at necessary for the
preservation of the public welfare
and safety that there shall be a tree
and fair vote and an honest oount
as well as a secret ballot at primary
elections,as it is there shall be a free
and fair vote and an honest oount,
in addition to the secret ballot at all
elections on public officers. All
qualified electors who wish to serve
the people in an elective public of
fice are rightfully entitled to equal
opportunities under the law. The
purpose of this law is better to se­
cure, and to preserve, the rights of
political parti« and voluntary po­
litical organizations, and of their
members and candidates, and i
pecially of the rights above stated.”

independents. Three men who were
unwilling (o submit their n s m « to
the voters of their respective parti«
and seek the nomination in the
manner prescribed by the direct
primary law. On the other hand
these cm^idates are seeking elec­
tion unirer the old order of things,
ignoring the direct primary law
end attempting to set aside its plain
provisions. Tbs direct primary law
was adopted, as its authors said, for
the purpose 6f doing sw ay with
boss« and bou rules, yet « c h of
these «ndidstes^ n their declaration
of prioriplM, claim to be reformers
of the highest type. The direct pri­
mary law was made by the people,
under the initiative and referendum
process, and these independent can­
didates are doing all within their
power to disoredit this law by re­
fusing to seek the office they desire
by the methods laid down in the
direct primary law, or to abide by
the c h o i« of the respective parti«
of the nominee« in the primary
election.
