THE GQliDQil CLC3L THURSDAY JANUARY 29. 1003". SECUMXG AN OPEN RIVER. Tim ubj-ct of an open Columbia River eh.tul'1 be discnewd in a spirit of fairness, but at the tame timwitmiy not be possible to dis miss it without souw sharp word.' Were actions by members of Con press uil of the Uuited Stales Sen ate u'hvHA s sincere, and were there real honesty of endeavor to secure federal aid, then might their be no necessity of dviug aught but orge Mini wait. But, we have urged, we hav$ re nlvud, wa have compiled figures, we haye even impiored, and, wit ness the past scor and , half of years, we have waited. What are theesultst With absolutelv no ar gument" asnunst the project, the Columbia River has one canal that permits boats to pass the ob structions at the Cascade R&pids and that is all. The benefits of an open? river have been granted the people who live within a scope of country 83 miles from Portland, and ending in The Dalles. The re mainder of the great Inland Em pire yet lacks recognition. From day to d.y come telegrams from Washington that telloffurtb er conferences regarding the engin eering features of the work. These conferences have become so familiar a thing that the people of Eastern Oregon and Washington are weary of their demanding, and nowadays manifest comparatively little in- lrfst in ft nrnit fri.nf. wmilil A, t much for them that the benefits are well-uigh incalculable. The people east and northeast of. The Dalles pay little heed to what is done by the United States Engin eers. Those engineers have been instructed to delay progress in the planning. They have been told not to do anything but junket to this state and look wise and see that there is no progress towards results. j Does anyone believe that the en-! gineering phases of the open river are so dillieult that thev could not long ago have been settled? Is there so poor brain and so little skill in our federal corps of engin eers that they are estopped by this tak? - The truth that something must be done, and done at once, "to force action. Perhaps the construction of a portage around the obstruction at Clilo would force that action that has been awaited for so long time. , If there be doubt as to the cor rectness of these deductions from the logic of the situation, read the following comparative rates on traffic from Arlington to The Dalles 54 miles, and from The Dalles to Portland 88 miles: Wheat Arlington to The Dalles 51 miles, 11 ceuts per 100 pounds; The Dalles to Portland 88 miles, ", cents per 100 pounds. Wool Arlington to The Dalles, 54 miles, $1.06 per 100 pounds; The Dalles to Portland 88 utiles 25 cents per 100 pounds; Portland to Boston, Mass., 3,500 miles '$1 per 100 pounds. Cattla. hos and sheep Arling ton to The Dalles 51 miles, $24 per car; The Dalles to Portland 88 miles, $33 per car. ' The four class rates are: Arlington to the Dalles 54 ruile$ 53 cents, 48$ cents, 42 cents, 36 cents. , The Dalles to Portland 88 miles, 2 cents, 20 cents, 18 cents, and 15 cents, respectively, showing 150 per cent more for an equal distance. The irresistible conclusion is river has been delayed through the influence of the railroads and that the Representatives and Senators from the Northwest have consented to that dUv b3JiHe they ove sm9B rt of alle'it'ioe to the rail road wh') ' 8cired their election, what other conclusion may be reached. Ail whit of ihi ne v3piprs that Be ik t j p! 133 obstructions in the w.iy of remedial legislation? Is there not reason to deduce from thdir attitude the same conclusion Thousands Sent into Exile. They are the selfish interests that are willing to sacrifice the good of an empire to the furtherance of their own ends The people of Oregon are tired of all this quibbling. Everjtime a plan is proposed for relief so often conies somo ono who appears soli citious for the welfare of the dear people, who talks wisely of the great need of an open river, but this particular plan won't da We must have another. So the matter rests until some one ?le appears with an honest desire to do some thing -when the same objector arises in his place or takes his pen in hand to pick flaws in the plan And the people say finally, let us rest from the wearying rounds of objection. Let the river flow on forever, with obstructions at Celilo that, once removed, would leave nothing as a bar to leveling the freight rates from a region that now pays tribute upon more than $30,- 000,000 annual products. This is not concert of action. There is no consistency in goiug about the work of securing action. Portland does not take hold of the matter with the firm grasp needed. We Bit down and satisfy ourselves with petty plaints from time to time, and the result is no results. The Journal proposes henceforth to charge collusion on the part of our Senators and Representatives until evidence be adduced tending to prove to the contrary. We pro pose to accept the logical conclusion that has beeu forced upon us, and predicate- further utterances upon that conclusion. Will our repre sentatives in the Houses of Coo. gress do some thing to justify an other attitude. Until they do this paper will insist on classing them with the willing implements of rail road corporations who must obey the commands of their masters. If they wish, to be erased from 6uch a list let theui act. Portland Jour nal. Remarkable Cure of Croup. I have a few words to say regarding C'liaiuberlain'a Oongh Remedy. We had to pull the phlegm out of his month in great long strings. I am positive that if I had not got that bottle of eongh medicine my boy would not be an earth today. Joel Demomt, Iuwood, Iowa. This is not supposed to signify that the legislators expect to have to come down to cold water as a bev erage after leaving Salem. A Cure for Lumbago. W. C. It trusts every body, gets cussed for trusting; mis trusted for cussing, and if it busts for trusting gets cussed for busting. Ex. "Some time ago my daughter caoght a severe cold. She complained of pains in her chest and had a had cough. I gave her Chamberlain's Cough Remedy according to directions and in two days she wai well and able to go to school. I have' n'SeffWsrSihedy in my family for" the past seven years and have never known it to fail," says James Pren'der sest, merchant, Anriato Bay, Jaraica, West India Islands. The pains in the clifst indicated an approaching attack of pnenmonia which in this instance was undoubtedly warded off by Chamber lain's Cough Remedy. It connteracts any tendency of a cold toward pneumo nia. This remedy is sold by Condon Ph'armacv'. Administrator's Notice of Final Set tlement. Notice is hereby given that the under signed Iihs filed, in the County Court of the State of Oregon for Gillian county, his final report as administrator of the estate of W.Ii.Boyer, deceased. Tuis bill, it it bemies a law, will, in a nwacure. Solve the tranKporta tion problem lor the Inland Empire and the state van wtll afford to make the in vestment. .. Federal action seems to be yet !u the dimly distant future, thanks to the railroad influence In Congress, an I Oregon may ns well get in and do something herself. The Ulobk hopes to see the report that a solid Eastern Ore gon delegation will support the bill coo firmed. River Improvement. Captain W.W.Uarts.the government engineer who investigated the river im provement problem at Celilo a tew years atfo and recommended the construction of a canal and locks as the most feasible plan for opening the river to navigation, has been recalled from the Philippines where he has been on duty for some time and has been assighed to his old position iu charge of river and harbor work in Oregon and Washington. The Oregou- lan argues that tUia change is a good omen for early action by the government in starting work on the great under tak ing which means so much to the Inland Empire. We will all hope that the Or egonian is correct it. Its surmises but the people of the territory most interest ed, namely : Eastern Oregon and Wash ington and Idaho should, insist on the congressional delegations from these states making a strong pull for the im provement. Unless some actual work is done at Washington and nuless our representatives there are backed by a united pu blic sentiment from the people interested we can hardly hope to- secure the $4,000,000 appropriation which is the amount of Capt. Hart's estimate. The article reproduced in this issue from the Portland Journal sets forth the situation regarding river improvement iu the true light and the people would better insist on more just treatment from their representatives In congress in the future. The people have been Aim flam med for the benefit of the railroads loag enough. 'How did yez git that black eye Pat?" "Shure an' I got ut m the most innercent way possible.
