Look some times walks np and collars an idler, but it is more apt to nab tbe man who is bnsy doing tbe best be oau all the time. Luck isn't lying around on the street allowing loafers to cover it witb wbittliags. Neither is it in a stream waiting for some lazy fisherman to book it. Lnok generally goes band in band witb industry. If yon sit aronud and wait for lnok to band yon a bag of gold and make yon a riob man yon are pretty apt to end yonr days in tbe poorbouse. A four leaf clover will bring more lnok to a bnsy fellow than it will to tne loafer. It may seem a little tongb for a man to work bard for a long time and then have bis earnings swept from bim at a single -stroke, but it is better to have it lost tban never to have had it at all. And another thing ; lnok isn't labelled. So it will do yon no good to stand aronud and look for it. Go to work. 1 be new field organization ot tbe Forest Service will greatly facilitate tbe use of tbe National Forests by tbe people. It will mean that tbe National Forest business which formerly was transacted in Washington will be hand led by officers on or near the ground. Tbe establishment of the district head quarters is tbe culmination of a plan towards wbiob tbe Forest Service has been working steadily, since it took charge of tbe National Forests. The farmer witb his potatoes and bis apples, tbe miller witb bis flour ii nd meal, the hardware man witb bis nails, the cement mauufaoturer, and Uhe rjipnv other nsors of tbo faithful islaok barrel, that combination of staves, hoops and headiug, which is not intended to bold water or some thing stronger in fluid form, used for- est produots last year having tbe enor mous value of lfl5.800.2Cn. Sir Obarles Santly,- tbe British scientist, baa discovered, after pains taking investigation, thut smoking ooutiary to established belief, does not barm the voices of singers. In faot, he suys that in moderation smoking makes tbo voice clear. This is all right if it does not enoourago more meu to attempt singing. There was a good deal of souud human naturo in the nuexpeotod reply of tbe dying old woman to ber minis tet's leadiug quostiou: "Hero, at the end cf a long life, wbiob of the Lord's mercies are you most thankful for?" Her eyes btighteued as she answered : "My victuals." Governor Stuait of Pennsylvania will ask the legislature for 6.000,000 to build it state highway from Philadel phia to Pittsburg. Tbo good tonds movements taking n more practical shape in all the statos. CHRIS7AA4A3 at the Peoples Warehouse, where it pays to Trade Pendleton's Big Store is beautifully decorated and in Holiday attire, ready for the biggest Christ mas it has ever known ready with the largest as sortment of stylish holiday merchandise it has ever shown the public. Some stores expect an extra tribute in the way of higher prices during the holiday rush; not so with this store. Lower prices at holiday times is the sign of the times and it is right and just that it should be so. The old style idea of higher prices during the busiest time of the whole year, was and is an impo sition on the buying public -a rebuff to the good will spirit of the h olid a y times. Lower prices on Toys, lower prices on Dolls, low er prices on Suits, Coats, Waists, Furs and Silk Underskirts. Lower prices on Mens Women's and children's Slippers, shoes, Mens su its, Ovcrcoa ts, Fit rnish ings. Come along to headquarters and do your Christ 7nas buying as soon as you possibly can. During tbe past 10' days the press of tbe nortbwestbas chroni cled no less than a balf dozen fatalities caused by carelessness. Only two of tbese cases were children, tbe others being adults. Courts have power to save ns against ourselves. A fanatical woman who set ont to fast for sixty days was or dered by tbe judge, to whom her hus band appealed, to eat. Upon ber re fusal to do so, tbe judge's order to feed ber by force was carried ont by doctors and nurses. Tbe Philadelphia Inquirer is shocked because tbe latest suit for alienation of affections is by a husband who puts bis wife's value at only $20,000. Tbe husband's turn to be shocked will come when tbe jury awards bim 20 cents. Japan would no donbt lise to an nex tbe PaoiOo Coast states, but it costs more money to make war tban the Japs can rustle: so notwithstand ing all diplomatio misunderstandings, we are safe for a few decades to come. United States authorities have de ported a boy to Russia seven times. Tbe next time he oomos they ought to lot bim stay. A youngster of bis per severance and determination has tbe making of a good citizen in bim. Tbe election of Governor Cummins to All tbe vaoaiicy in the senate oansed by the death of Senator Allison, marks tbe definite and distinct passing of the old politioal regime in Iowa. John D. Rockefeller says be can not remember all the details of tbe Stan dard Oil transactions, but it's not on record that be ever forgot to take ad vantage of an oppDttunity. A Tillamook boy of seven killed bis 10-year-old brother witb a load fired from a shotgun. What a pietty, io nooent, deligbtfnl toy it is for children of that age to play with. In Goldendale, Washington, the High School pupils bad a groat deal of fun witb their "Tag Day" on Saturday tbe proceeds will go towards paint ing tbe school building. In two recent instances a bull baa attacked a locomotive, and in eaob oase got the worst of it, although tbe last emotion of the bull may have been that of satisfaction. Tbe Pbiladelphian who has just gone abroad to olaim a $10,000,000 fortune probably could have moin taiDed a longer oonQdenoe in bis olaim by reraaiuig at borne. A couple of poople iu San Francisco wcie fatally shocked by a olotbline. The exhibits on the clotbeeliues on Mondays are enough to shock most any modest person. Over COO people were put in peril of their lives when one steamer ran down another. But think bow many lives are imperiled wben one woman ruus down anothei. Haviug passed through a politioal landslide safely it was the irony of fate that Nebraska's governor-oloot should suooumb to a poor inolfeusive lodge coat. Prosperity has struck tho state of Washington. All tbo salaries of tbe state officials go up a few notches. An ordinance is before the city counoMcf Spokane, to limit tbe saloons to 218. Tbe plan is to limit them to tbe present nnmber. William Waldorf Astor has handed $50,000 to Oxford University and is anxiously looking forward to tbe king's next birthday. "A California bntcber has been ar rested on th charge of working stray dogs np into bologna." Muzzle tbe sausage 1 Tbe kaiser is said to bold the win ning cards, but tbe reiobstag intends to make it wbist or some other silent game. Soldiers in tbe Philippines are to wear orange-colored underwear. We trust they never will show tbe yellow. Now is the time to advertise and tbe Press is tbe paper in wbiob to ad vertise. Try it. " Spend your cash witb tbe meu give yon credit when you need it. who CARNEGIE ON PROTECTION. Mr. 'Andrew Carnegie is in favor of abolishing tbe protective policy, says an exchange. Having made several hundred million dollars out of bis in fant industry under the protective system is willing to let other people depend on themselves and not on tbe government. The proteoted interests will think this is an exhibition of selfishness and ingratitude on tbe part of Mr. Carnegie, but even if so be tells some important and undeniable faots. A general faot is that protection is properly for infant or new and strug gling industries only, and not for great industrial, giants, sucb as are now its benefloiaries. And a specific fact is that steel, on whiob tbe duty is pro hibitive of imputations, and wbiob is sold abroad 30 or 35 per cent cheaper than in tbe United States, can be manufactured cheaper iu tfcsia country tban anywhere else in tbe world. This is true of some other highly proteoted produots, too, but steel is a very con spicuous example of this species of rob bery of the American people, and on this subject Mr. Carnegie is an expert witness; he knows exaotly what be is talking abont. He very oorreotly says, also that the main object of a tariff law should be revenue, witb protection carefully couflued to really new, undeveloped, "infant" industries. This is Demo oratio dootrine, bnt Mr. Carnegie says tbe tariff should not be a party ques tion, and keeps on contributing heavily to the party of high protection. Like many others be preaches one thing and practices another. He hasn't forgotten what enabled him to make $500,000,000 in a few years. TECHNICALITY AND HONOR. But regarding tbe pledges made by certain candidates to eleot tbe man who was tbe people's choice for United States senator Tbe Spectator pre sumes to have a right to say some thing. Tbe legislative candidate who, before election pledged himself to vote for tbe people's choice for United States senator, must keep that pledgo after election. When an honest man makes a pledge be intends keeping it. The men who subscribed to the provisions of State ment No 1. were eleoted ty voters who believe tbe candidates would carry out to the letter the things Statement No. 1 pledged them to. Some meu who did not believe in Statemeut No. 1 refused, tbese men are undergo obligation to vote for the people's choice for United States senator. But the meu who voluntarily subscribed to Statement No. 1 wbo sought election under its provisions, and wbo were eleoted under its provisions must keep their pledges or be forsworn, ' and aooounted knaves and rogues. Deoisious iu North Dakota do not tonch the situatiou iu Oregon; all the decisions by all the courts iu tbe world would not atfeot tbe faot that a ma jority of tbe legislative candidates morally bound themselves to vote for tbe people's choice for United States seuator. That tbe pledge taken by tbe candidates did not legally bind them to do what they solemnly vowed to do will not be aooepted by any honorable man as an exouse for breaking bis pledge. I imagine that with men of honor a politioal promise is as sacred as auy other, aud that tbe man who seeks a positiou from the people on a direct promise to perform a speoific act when he gets it is as likely to do wbat he promises as is the person who en gages bimself to perform certain ser vices for an individual. Among men of honor there is some thing higher tban tne chicane of legal technicalities. Did Legislator Joues sign Statemeut No. 1? Did he seek election on Statemeut No. 1? If Leg islator Jones answers tbese questions in the affirmative, Legislator Joues as a man of bouor must vote for tbe people's choice for senator. And de cisions from North Dakota, and legal technicalities, aud tbe cheap subter fuges of hairsplitting lawyers will not relieve Joues of the solemn obligation he kuows be owes tbe people. For there is something higher even in poli tics, than legal technicalities and that is Jones' personal honor. Port land Spectator. A Dangerous Operation is the removal of tbe appendix by a Burgeon.
