CARNEGIE ON PROTECTION.
Mr. 'Andrew Carnegie is in favor of
abolishing tbe protective policy, says
an exchange. Having made several
hundred million dollars out of bis in
fant industry under the protective
system is willing to let other people
depend on themselves and not on tbe
government. The proteoted interests
will think this is an exhibition of
selfishness and ingratitude on tbe part
of Mr. Carnegie, but even if so be tells
some important and undeniable faots.
A general faot is that protection is
properly for infant or new and strug
gling industries only, and not for great
industrial, giants, sucb as are now its
benefloiaries. And a specific fact is
that steel, on whiob tbe duty is pro
hibitive of imputations, and wbiob is
sold abroad 30 or 35 per cent cheaper
than in tbe United States, can be
manufactured cheaper iu tfcsia country
tban anywhere else in tbe world. This
is true of some other highly proteoted
produots, too, but steel is a very con
spicuous example of this species of rob
bery of the American people, and on
this subject Mr. Carnegie is an expert
witness; he knows exaotly what be is
talking abont.
He very oorreotly says, also that the
main object of a tariff law should be
revenue, witb protection carefully
couflued to really new, undeveloped,
"infant" industries. This is Demo
oratio dootrine, bnt Mr. Carnegie says
tbe tariff should not be a party ques
tion, and keeps on contributing
heavily to the party of high protection.
Like many others be preaches one thing
and practices another. He hasn't
forgotten what enabled him to make
$500,000,000 in a few years.
TECHNICALITY AND HONOR.
But regarding tbe pledges made by
certain candidates to eleot tbe man
who was tbe people's choice for United
States senator Tbe Spectator pre
sumes to have a right to say some
thing. Tbe legislative candidate who,
before election pledged himself to vote
for tbe people's choice for United States
senator, must keep that pledgo after
election.
When an honest man makes a pledge
be intends keeping it. The men who
subscribed to the provisions of State
ment No 1. were eleoted ty voters who
believe tbe candidates would carry out
to the letter the things Statement No.
1 pledged them to. Some meu who did
not believe in Statemeut No. 1 refused,
tbese men are undergo obligation to
vote for the people's choice for United
States senator. But the meu who
voluntarily subscribed to Statement
No. 1 wbo sought election under its
provisions, and wbo were eleoted under
its provisions must keep their pledges
or be forsworn, ' and aooounted
knaves and rogues.
Deoisious iu North Dakota do not

decisions by all the courts iu tbe world
would not atfeot tbe faot that a ma
jority of tbe legislative candidates
morally bound themselves to vote for
tbe people's choice for United States
seuator. That tbe pledge taken by tbe
candidates did not legally bind them
to do what they solemnly vowed to do
will not be aooepted by any honorable
man as an exouse for breaking bis
pledge. I imagine that with men of
honor a politioal promise is as sacred
as auy other, aud that tbe man who
seeks a positiou from the people on a
direct promise to perform a speoific act
when he gets it is as likely to do wbat
he promises as is the person who en
gages bimself to perform certain ser
vices for an individual.
Among men of honor there is some
thing higher tban tne chicane of legal
technicalities. Did Legislator Joues
sign Statemeut No. 1? Did he seek
election on Statemeut No. 1? If Leg
islator Jones answers tbese questions
in the affirmative, Legislator Joues
as a man of bouor must vote for tbe
people's choice for senator. And de
cisions from North Dakota, and legal
technicalities, aud tbe cheap subter
fuges of hairsplitting lawyers will not
relieve Joues of the solemn obligation
he kuows be owes tbe people. For
there is something higher even in poli
tics, than legal technicalities and
that is Jones' personal honor. Port
