[Official Circular No. 1.] O maha , March 5.—The National In dustrial legion, at its annual meeting held with Reform Press association at Kansas City Feb. 22 elected the follow ing officers for two years: Paul Vandervoort, commander, Oma ha. Frank Burket, vice commander, Oko lona, Miss. J. A. Edgerton, adjutant general, Lin coln, Neb. Milton Park, quartermaster general, Dallas. W. S. Morgan, sentinel, Hardy, Ark. Executive council: George F. Washburn, Boston. Thomas V. Cator, San Francisco. John W. Moakler, Denver. Rev. J. D. Botkin, Eldorado, Kan. Arthur Rozelle, Tarkio, Mo. Headquarters will continue at Omaha for the present at 1110 South Thirty- second street, and all mail and applica tions for charter should be addressed to Paul Vandervoort. The resolution adopted by the nation al committee at St. Louis Dec. 2 pro vided that all political organizations should report to the legion headquarters. That these organizations could be called Industrial legions, People’s le gions or People’s Party clubs or leagues, as seemed to be best adapted to the lo cality. That charter fees should be reduced to 50 cents and each member urged to pay 10 cents per annum to national headquarters. That clubs, leagues, alliances and all farm and labor orders that wish a char ter should send names of officers and members and 20 cents for postage and receive charter without change of offi cers or their titles. The following resolutions were adopt ed by the Reform Press association at Kansas City Feb. 22: Whereas, The National Reform Press asso ciation recognizes in General Paul Vandervoort one of the most earnest, efficient and enthusi astic organizers of the reform forces in the country, and we believe that the comrades as sociated with him in the work are zealous Pop ulists whose hearts are in this great work; therefore, Resolved, That the National Reform Press association indorse the Industrial legion and pledges its hearty co-operation in the move ment. With this indorsement and the fact that the national committee created the legion and its executive committee has indorsed it three times and the full committee twice, there should be a un ion of reform forces all along the line into this compact political organization, and all other plans should be abandoned and discouraged by our press and peo ple. We have a constituency of 5,000,000 to draw from if all in sympathy with our party would come in, as we admit all over 14 of both sexes. We want 1,000 woman’s legions, and I earnestly call on the noble women of our party to write me for instructions. They can raise enough money for 1896 and win thousands of voters to our cause. We invite all the state, county, city and town committees to recommend live recruiting officers at once. We will commission no one who will not work. The national committee has called on these committees five times “to organize the legion in every voting precinct in the land.” I hope each member will respond to the call. We earnestly request all those holding com missions to act or return their commis sions and have some one appointed who can. We urge the legion members to care fully study the rebate plan of raising money in article 7 of the constitution. It will do the work and raise abundant money for 1890 if even 100 legions could operate it. The plan is now ready for operation. Professor C. Vincent, In dianapolis, is special rebate organizer. Write him for particulars, inclosing stamp for reply. If you want to organize legions quick, send to me for constitutions and instruc tions and incloso 10 cents in stamps. If you want to be minute men, in spired with the spirit of 1776, meet in bands of not less than ten, elect a cap tain, adjutant and quartermaster, and send their names and the names of inembers, with 50 cents, and we will forward charter at once. All the legions chartered in 1893 and 1894, nearly 1,000 in number, are ear nestly urged to send 10 cents per mem ber at once. Dues are not compulsory, but we depended on you and gave all our time free of charge and put in over $700 of our own money during the past two years. We cannot dothat again. A small sum from you would furnish am ple funds. Ten cents from each member of the legion would give us means to or ganize 10,000 legions. We urge all the devoted, patriotio men and women who are able to contribute to send money at once to start this work. We have paid the bills long enough. The case rests with the people. If they want to win, they must be organized. To accomplish that result money must be provided. It takes the services of a stenographer and a typewriter and one clerk all the time now. Members of my family have done this work without $1 of compensation. We cannot do it any longer. Our means were long ago exhausted. You certainly have been imposed upon by somebody. Though intimately acquaint ed with Nebraska politics for several years past I never jieforq read or heard of tho facts you set forth. You speak of Nebraska “enjoying the luxury of a legislature in which the old : political parties were but meagerly rep- | resented. ’ ’ Nebraska never enjoyed such a luxury. Tho new party has elected a majority in but one legislature, that of 1891. That majority was very narrow, six in the house and three in the seuate. The party lost control of the upper house by the treachery of two senators. In the lower house the party was poorly or ganized, and its majority was too small for effective control. Notwithstanding these drawbacks, tho “Populist legisla ture” of 1891 placed upon tho statuto books more good laws than any legisla ture had done for 20 years. That these laws were wholesome is proved beyond question by tho fact that neither old party has dared propose their repeal. Prior to 1891 the “looting” of tho statehouse at the close of legislative sessions had become notorious. The leg islature of 1891 set an example for it successors by not “looting the build ing.” Had they done as you say the fact would have been thoroughly aired in the succeeding campaign, but noth ing of tho kind occurred. On the other hand, the Populists of Nebraska, assist ed by many honest Republicans and Democrats, have unearthed and fixed upon Republican officeholders an amount of crimiual extravagance and actual corruption that is appalling. As a result of these exposures, the Popu lists of Nebraska, in spite of tho great Republican landslide, elected a govern or in 1894. I certainly do not think you intentionally misrepresented the Popu lists of Nebraska; hence I ask you in justice to them to publish this letter.— S. Edwin Thornton in Washington Star.
