Oct. 5. A supersti tious man watched the heroic statue or William Penn which tops the great tower of the city hall, when the whistles and bells and cannon began to announce the two hundred and fiftieth anniversary of the birth of the municipality this morning. This afternoon he was almost willing to attest the statement that the bronze statue of the great Quaker actually danced for Joy. Many people who passed the gorgeously decorated edi fice today thought they detected an added benevolence In the features of the Illustrious founder of the city. Today's contribution to the Found ers' week celebration was of such a naturs as to cause the shades of the departed to hover over the city to build up which they had given their best in life, It was more than enough to Interest and entertain every citi zen of this city of over a million and a quarter inhabitants, and tens of thousands of strangers gathered to asslHt in the anniversary observance. For one continuous hour at day break 10,000 whistles sounded the reveille and the people soon after ward began to assemble on the streets to witness the monster mili tary parade, which did not start until after noon. Tho city was freely decorated with bunting and flags, especially the thoroughfares devoted to business, The people were dressed in holiday attire, and many stores and factories were closed in order to permit clerks and work men to enjoy the day's festivities. Last Sunday, of course, all these things were wicked and wrongful, as evidenced by a law of the vintage of '(14, resurrected by District Attorney Cameron, after two decades of dis use. But out of the state Circuit Court yesterday afternoon there waB Issued an Injunction. It restrains the District Attorney, chief of Police and authorities from Interfering with the Sunday retailers today. The Injunction Is of a temporary nature. Tomorrow there will assemble what Is expected to be the most nota ble gathering of Oermans ever held in. the-United States. This will be In commemoration of the two hun dred and twenty-fifth anniversary of the foundation of Oermantown by Francis Daniel Pastorius, and repre sentatives of many states will par ticipate. The corner stone of a great monument at Germantown will be laid, and there will be a parade of the German societies of Philadelphia and Pennsylvania, numbering more than 15,000 persons. The welfare of the sailor Is the general topic that will be discussed in all Its phase at a notable international conference to be held in this city during the coming week. The majority of the delegates to the conference are already In the city. They represent among them the principal ports of the world. In cluding the Inrge sea-coast cities of America and Europe, Asia and Afrl ra, Australia and the great chains of Islands that dot the world's map. The American Seamans' Friend So ciety Is the organization that took the Initiative In bringing about tho con ference. The British and Foreign Sailor's Society of London has giv en its active co-operation to the move ment, and leading workers In the ports or licrnntny, Franco, Holland, Sweden and other countries will take prominent parts.
