Judge Taft devoted himself today principally to politican composition. He wrote an answer to Bryan and spent the latter part of the day in the preparation of two speeches he is to make tomor row first to the delegates from Greenfield, Ind., and second to the Methodist negro preachers of Ohio, Indiana, Kentucky and Pennsylvania. Contrary to announcement, A. Welch failed to begin work on the electric street railway system at Al bany yesterday, says a dispatch from that city. Neither did he apply to the council for permission to pro ceed under the old Hirschberg fran chise on First street.
