For several hours the mem bers talked the matter over pro and con. with more or less heat, a number of diversified opinions being held. The opinion was freely expressed by Moyor Matlock and some members that the rejection of the bondB by Morris llrothers was a scheme of the Willamette Valley Company to net the plant back. ' They thought that the company would refuse their share of the $:00,000 Isue when it was of fered In payment of the present plant. City Attorney Bean reiterated his opinion that the bonds are perfect ly legal, adding that In no other way is It possible to precede under the Htatules. The Chicago attorney, who bears a national reputation as a bond expert. In some way has become con fused. In opposition to this Councilman Williams thought the only course open was to consomate the will of the people as already expressed and to buy the plant, lie thinks the bonds should be tested before the supreme court, and then re-advertlsed and sold to local capital, if outside buyers will not lake them up. Tho city altorncy reported that the Wlllumette Valley Company had pre sented deeds for the property to be turned over to the city In the water plant deal, and after correcting a few clerical errors they were nil right.
