The city council" at Its session last
night failed to reach any conclusion
as to what action hi bent over the re
fusal, of Morris Ilros. to accept the
bond' Issue, and adjourned to meet
again Friday night for more discus
sion. For several hours the mem
bers talked the matter over pro and
con. with more or less heat, a number
of diversified opinions being held.
The opinion was freely expressed
by Moyor Matlock and some members
that the rejection of the bondB by
Morris llrothers was a scheme of the
Willamette Valley Company to net
the plant back. ' They thought that
the company would refuse their share
of the $:00,000 Isue when it was of
fered In payment of the present
plant.
City Attorney Bean reiterated his
opinion that the bonds are perfect
ly legal, adding that In no other way
is It possible to precede under the
Htatules. The Chicago attorney, who
bears a national reputation as a bond
expert. In some way has become con
fused. Is the opinion expressed by
Mr. Ih-an.
.May .Not Tuke 1'lant
While moat of the councllmen
wanted to take the plant over and
pay for It lu a few days, the opinion
was vigorously expressed by other
members that unless the gravity sys
tem was put through the purchase of
the present equipment Is useless.
Those who supported this opinion
thought It wiser to wait until the Oc
tober election and get an expression
of the will of the iieoplo again be
fore purchasing the Willamette Val
ley Company's plant.
In opposition to this Councilman
Williams thought the only course
open was to consomate the will of the
people as already expressed and to
buy the plant, lie thinks the bonds
should be tested before the supreme
court, and then re-advertlsed and
sold to local capital, if outside buyers
will not lake them up.
Tho city altorncy reported that the
Wlllumette Valley Company had pre
sented deeds for the property to be
turned over to the city In the water
plant deal, and after correcting a few
clerical errors they were nil right. He
stated thut he was looking over the
abstracts, but as they were large and
.voluminous It would tuke- him a day
or two yet to. complete the examina
tion.
The city attorney reported that k
deed to thi city for a, strip of land
extending- Weat Kleventh. street to
oity limits oa the- West had been
made by Messrs. Vaughn, and Wallls
and their wives. By motion, rno deed
was accented" and" ordered; recorded
by the city attorney, and' he- was also
ordered to draw an ordinance fo
grading and graveling the same and
the city engineer was Instructed to
establish the grade thereon.
Keuben (Ireer presented the mat
ter of blasting nt the quarry, show
ing rocks that had been thrown Into
his yard where six little chlldien
were nt play, one little girl being lilt.
! The matter was referred to the street
committee with InstructlonsUo take
i some action at once. The rock which
struck little Delcle McCorn welghe.l
half a pound. Another which struck
the Hi.lewalk behind her weighed a
pound and a half.
A conimunlratlon was received
from the railroad officials stating
that they would not allow an auto
mobile garage for gasoline cars ui
their right of way.
W. J. Warnock's petition to have
his scales remain on Kast Park street
af'er It was paved was discussed for
about half an hour, almost everv
member taking a round, and two
members of the street committee op
posing the petition If the scales were
not put In. according, to their istruc-tlons.
