Aa a matter of fact the net number of office in creased was just about half the num ber stated, the Increase being due chiefly to the enlargement of the navy, the construction of the Panama canal, the extension of the rural free delivery and to the new offices nec essary in the enforcement of the pure food, meat Inspection, railroad rate regulation, arid land reclamation, forest preservation and other meas ures which congress passed with an almost popular approval. "The Democratic platform' so far from attacking any of this legisla tion, specifically approved much and condemned none of It, and it is, of course, dislngenlouB to claim credit for approving legislation necessary to give It effect and yet to denounce the expenditure. (Tuirge of Deficit "Again it charges that a deficit of G0, 0110,000 between the receipts and expenditure during the fiscal year ending June 30, 1H0.S, occurred. A expiuined by 'the seerutary of the trensiiry, at least half of this deficit Is only an apparent one. The falling nit in receipts wa due, of course, to the unusual panic, but there Is ample free money in tho treasury to meet the difference and tho- difference It self Is not half of It properly a deficit, because involved In It was the re tirement of some $3:1,(11)11.000, of the bonds of the government. During the past Beven year the Income and expenditures of the government have been nearly equul. Borne years Bhow Ing a surplus, nnd others, fewer in number, a deficit. Taking one year with another, including this spring, thero has been an uvcrage surplus. Tho surplus last year, for Instance, wiib greater than the deficit this year, so that in fact, under the pres ent administration there has been no detlclt, but a surplus, which Is actu ally 111 tho treasury. "The Democratic platform points out the expenditures which might be reduced or avoided. It would be found generally that to the cases which have occurred Democratic rep resentative in congress made no ob jection, but rather supported the measures providing them; and now the party has not the courage to indi cate what part of the government cost It would end. Patriotic members of ihe party have refused to be controlled by party ties and have either refrained from voting or have supported the Republican candi dates.
