"The Itepubllfan platform refers
to those amendments tu the consti

of the negro. The negro In the 40

has made remarkable progress. He
Is becoming more and mure a valua

both races, In tho North aB well as
the South, ought to rejoice to see

to encourage the negro In his hard

and assured political status. The
Republican platform adopted at Chi

thirteenth, fourteenth and fifteenth

Army nml .N'uvy
"Mr. McKlnley and Mr. Roosevelt

keep this republic ready at all times

"In the tinnier of the limitation of

without unnecessary friction with
self-respecting governments to mini

"With respect to the election of
senator by the people personally I
am Inclined to favor It, but It is hard
ly a party question. A resolution In
it favor has passed a Republican
house of representative several
times, and haB been rejected In the
Republican senate by the votes of
senators fro niboth parties. It has
been approved by the legislatures of
mflny Republican states. In a num
ber of states, both Democratic and
Republican, substantially such a sys
tem now preva'K
Inaccuracy nml Insincerity of Demo-
crntic t liargea
"Our opponents denounce the Re
publican party for increasing the
number of offices HH,000 at a cost of
sixteen millions of dollar during the
last year. Such denunciation Is
characteristic or the Democratic
platform. It fails to specify in any
way what the ofilces are and leaves
the Inference that the Increase was
reslBtcd by the representative of
Democracy In congresH. Aa a matter
of fact the net number of office in
creased was just about half the num
ber stated, the Increase being due
chiefly to the enlargement of the
navy, the construction of the Panama
canal, the extension of the rural free
delivery and to the new offices nec
essary in the enforcement of the pure
food, meat Inspection, railroad rate
regulation, arid land reclamation,
forest preservation and other meas
ures which congress passed with an
almost popular approval.
"The Democratic platform' so far
from attacking any of this legisla
tion, specifically approved much and
condemned none of It, and it is, of
course, dislngenlouB to claim credit
for approving legislation necessary
to give It effect and yet to denounce
the expenditure.
(Tuirge of Deficit
"Again it charges that a deficit of
G0, 0110,000 between the receipts and
expenditure during the fiscal year
ending June 30, 1H0.S, occurred. A
expiuined by 'the seerutary of the
trensiiry, at least half of this deficit
Is only an apparent one. The falling
nit in receipts wa due, of course, to
the unusual panic, but there Is ample
free money in tho treasury to meet
the difference and tho- difference It
self Is not half of It properly a deficit,
because involved In It was the re
tirement of some $3:1,(11)11.000, of the
bonds of the government. During
the past Beven year the Income and
expenditures of the government have
been nearly equul. Borne years Bhow
Ing a surplus, nnd others, fewer in
number, a deficit. Taking one year
with another, including this spring,
thero has been an uvcrage surplus.
Tho surplus last year, for Instance,
wiib greater than the deficit this
year, so that in fact, under the pres
ent administration there has been no
detlclt, but a surplus, which Is actu
ally 111 tho treasury.
"The Democratic platform points
out the expenditures which might be
reduced or avoided. It would be
found generally that to the cases
which have occurred Democratic rep
resentative in congress made no ob
jection, but rather supported the
measures providing them; and now
the party has not the courage to indi
cate what part of the government
cost It would end. It joins the Re
publican party specifically In approv
ing tho outbiv nf Hall 0(1 II noil us'
p. usloiis. .e expressly favors also I
the cost of greatly increased river
and harbor improvements, the cost of
doubling the navy nnd many other
enterprises to which it urges the gov
ernment. Us attack, therefore, has
nothing In It either of fairness or
sincerity.

Independent llemocruts
"The Democratic party, under.lt
present leadership, in various previ
ous campaigns has manifested a wil
lingness to embrace any doctrine
which would win votes, presents little
sense of responsibility for its practi
cal operation. In Its striving for suc
cess It has ignored the business pros
perity of the country, has departed
from sound economic and govern
mental principles, and has reversed
Its own traditional views of consti
tutional construction. Patriotic
members of ihe party have refused
to be controlled by party ties and
have either refrained from voting or
have supported the Republican candi
dates. May we not appeal to those
courageous and Independent citizens
to again give us their support in this
campaign, because the reasons for
their breaking the bonds of party are
stronger today than ever before,
la-ngtli of NHerh Made Necessary by
Numerous Issues
"I have now reviewed at great
length the principles at issue be
tween the great parties. When I be
gan the preparation of this speech
1 hoped to make It much briefer than
it is, but I found on examination of
the platform and on a consideration
of the many measures passed during
the present admnllstration ,and the
issues arising out of them, that It
was impossible to -deal with the sub
jects comprehensively without proper
explanation and qualification in a
short speech. This is my excuse.
Diflcrciico Ih'tween Parties ProsM'i
Ity with Republican; ItiiKiness Dis
aster with Democratic Victory
"I have pointed out that the atti
tude of the Republican party with
reference to evils which have crept
in, due to the enormous difference be
tween between the material ex
pansion of this country, is to con
tinue the Roosevelt policies of pro
gress and regulation, while the atti
tude ot the Democratic party under
its present leadership Is the change
for the sake of a change to the point
of Irresponsible destruction, and that
there is no hope whatever of a resto
ration of prosperity In returning it to
power. As said in our platform, we
Republicans go before the country
asking the support not only of those
who acted with us heretofore, but of
all our fellow citizens who, regard
less of past political differences, unite
In the desire to maintain the policies,
perpetuate the blessings and make se
cure the achievements of a greater
America."
