I, .. 1,1.. lilt uianiri ui iJiuiuimg u aunauic witer supply In real earnest and with out any undue waste of time. The visit to Ritchie creek, described by The Guard's representative in today's jiaper, was the actual beginning of the great work undertaken by the municipality. The members of the council anil the tngineers who ac companied them are satisfied that a plentiful supply of water may be se cured from the streams visited and that It Is within the means of the city to lay a main that distance, giv ing ample pressure from sources that may be kept free from contamination It due and necessary -precautions are taken. There is every reason to believe ttthis time that the present year will witness the end of Eugene's long strugsle for a good water system, owned by the people and operated in their Interest. KKFKKKXIll'M LAW UKALLY OX TltlAL The Cottage Grove Western Oregon views the University appropriation issue In the following light: "It is not so much the University of OreRon that Is on trial In the mat ter of the appropriation as it is the referendum law. If by any mishap 'he appropriation should be vetoed in June, it would mean the beginning of the end of the referendum in this slate. There are some things com aendable about the initiative anil referendum, but the law can be abus- nd prove dangerous to the state "d its people. "Abroad the, true status of the Ute is judged largely by the stand ard of its educational institutions It it so out that the people are dis loyal to its Institutions of learning and Oregon is discredited throughout the roiiiury. Hut the people of Ore Son are of too high a grade to c asainst the Interests of its present d fuming generations." Hll.l. s VIEWS OX PA NAM CAXAI. J. Daljell Drown pleaded suilty In San Francisco the other day to the charge of embezzling sixty-five mort gage bonds of the Sacramento Gas & Electric Company. H0 was sentenced to a term of eighteen mouths in the penitentiary. These bonds are nf the value of $t:,00o. Suppose some ob scure man had stolen a horse of the value of JtOU. says the Woodland Democrat. His sentence most likely would have been eighteen years. It is said that Urown s light sememe was due to the fact that he has prom ised to give testimony that will send a lot of frenzied financiers to the penitentiary. Ruef promised to do the same thing, but now he has a staff of unscrupulous lawyers who are resorting to every subterfuge and quibble known to the law to escape the penalty he so richly deserves, and to the everlasting shame of San Fran cisco a lot of men who wear the garb of resyectability are trying to shield him. Poor old San Francisco seems to be completely dominated by criminals of high and low de gree. They had u bunqnet in New York the other night, and the guests at the feed were made up In about equal numbers of negro men and white girls. The affair was pulled off by the Cosmopolitan Club, an organization calculated to promote marriages be tween the whiles and blacks. Sev eral of the white girls present re sponded .to 'toasts, as .did also the negToes. The affair was said to be a great success. Now we have no es pecial dislike 'for a negro In his place but the Idea of a white woman marrying a black man is somehow revolting. Uut then. If there are any of (he women who pre fer a negro to a white man us a life partner, they can have him for' all we care. But we pity the negro. Hatfield, the rainmaker, who op erated In Eastern Oregon last year, has shown his wonderful inability to make the showers descend this spring says the Exeter (Cut.) Sun. He has been working in the vicinity of Crow's Landing, about, ta.'i miles north and west of here, all the latter part of the winter and spring, but In stead of making the clouds assemble and give forth the needed moisture, they have been dispelled every time he shot some of his hot stuff Into the air. As a rainmaker he Is a suc cess In a wet year, hut when It comes real dry he is worse than useless. John Hull and the mikado are snarling at each oilier over the Man. churian question. John is of the opinion that his brown Oriental part ner is gobbling up too much trade in that s.clion, and he is becom ing grouchy about it. Our Hritlsh cousins have all along been chuck ling over what was considered the foregone conclusion that the United States would have the Japanese to whip, but now It seems that the task may be undertaken by England. In deed, we sincerely hope it may. and we cannot say that we would be par ticularly sorry if the people of Great Hritain found the job somewhat dif ficult, though in the end Japan would be compelled to succumb. Eugene's efforts lo build a model city is winning more votes for the University appropriation than all t he excellent argument that have been made In favor of the instltutiou. Those who visit Kugene now at once experience a feeling of pride In their 'University city." and become b mst !ers for the school as well as for the .cliy that ha.- made it-lf lb" wo: thy home of a great stale school. j Let us be fair, even to a United . "VOW .AY MK" Tlv.'se verses were found in the knapsack of a dead soldier on one of tile battlefields of tile eivl war: Near the c.a:.ipfire's flickering light In my blanket bed I lie; dating through the shades of night At the twinkling stars on high. O'er me spirits iu the air Sil-'nt vigils seem to keep As 1 breathe my childhood's prnyer: "Now 1 lay me down to sleep."
