A special meetlnn of the city conn ell was held thla forenoon at which time an ordinance calling a special election for the submission to the voters of the city the proposed char ter amendments for the Issuance of water bonds and for the restriction of burials and cemetery additions within the city limits, was passed. It was first proposed to vote on these questions at the regular city election April 6, but It was found that not enough time for the proper procedure would be had and It was decided to call a spoclul election on April 18. The ordinance passed this morning reads aa follows: An ordinance calling a special election In the City of Eugene for the submission to the voters of the city certain proposed charter amend ments filed with the city recorder January 4th, 1908. The City of Eugene does ordain as follows; Section 1. Initiative petitions hav ing been filed with the city recorder January 4th, 1S08, tne one pro"os lng the amendment of sections 108 and 112 of tile city charter, and the other proposing the addition to said charter of a new section In refer ence to cemeteries and burials with in the city limits, and It appearing that said amendments so proposed can not be legally submitted to the vot ers of the city nt the regular April, 1908, city election, a special election Is hurt-by called to be held In said city on the 18th day of April, 1908, for the submission of said proposed amendments to the voters of said city. That said election be held at tho usual polling places lu each ward, viz: Klrst ward At the city hose house on East. Eleventh street. Second ward Al the hook and lad der room in the city hall. Third wurd At Heller's black smith Bhop, 41 West. Seventh street. Fourth ward At Wilklns build ing, 08 West Eighth street. That tho Judges and clerks of elec tion to bo appointed for the regular April election net as Judges and clerks for tho special election hereby called. Section 2. That two certain reso lutions of the common council passed January 13, 1908, looking to the sub mission of said amendments at the annual clly election to he held April tlth, 1908, be and the same are in so far as they direct the submission of said amendments at said annunl election, hereby repealed, rescinded and nnuullcd. Mr. Allen Kvplulns. ' in reference to the re-suhnilsslon of tho water amendments ut a spec ial election rather than at the general April election, Clly Attorng-y Allen to day made the following statement: "1 mil satisfied that I misappre hended a requirement of the law rel ative to the tlmu w'.iich must elapse after amendments are filed before they can bo voted upon. Tho new election makes a delay of two weeks. It will make sotno additional expense. That addllional expense 1 will bear, as It was entirely due to my misappre hension that the amendments were not so brought before the council Hint they could be voted upon at the regular city election.
