The prosent imputa tion of the Philippines, mixed bloods of Malay and AeUth races, cannot ho dopondod upon to govern themselves. Is it probable any considerable immigration will leave our shores to make homes among strange pe ple aud tongues, in an already densely populated territory whore all conditions of life uro en tirely dissimilar, aud where a tropic sun looks down with untem pered fioroeness? Our sturdy Anglo Saxon raco emigrates to and prospers in the higher latitudes, but degenerates whon transplnutud to southern skies. The great problem that lies bo fore our people in dealing with this question is not one of "imperialism'' or "territorial expansion" out of the fitnaes of our now possessions for colonization and homo build ing by the Anglo Saxon, If he cau live and thrive thoro we want them; if not possession would be fraught with daily ui:d unceasing trouble and danger.
