Thore is no question as to our
duty to provide the Philippines
with as stable a government as
possible. But there is a oueHioi as
to the advisability of uermanently
holding conquered territory the
oontrol of whiuh rests with a stand
ing army whiuh vory competent
military authorities Bay will be re
quired to govern those inlnnds. Be
sides they are noarly 8,000 miles from
our shores, and are possessed of
oliuiatio conditions diingerou to
Europeans and Americans, at least
during certaiu seasons of the year,
Our government is one of the
people, founded on the intelligence
of the people. The prosent imputa
tion of the Philippines, mixed
bloods of Malay and AeUth races,
cannot ho dopondod upon to govern
themselves. Is it probable any
considerable immigration will leave
our shores to make homes among
strange pe ple aud tongues, in an
already densely populated territory
whore all conditions of life uro en
tirely dissimilar, aud where a
tropic sun looks down with untem
pered fioroeness? Our sturdy
Anglo Saxon raco emigrates to and
prospers in the higher latitudes, but
degenerates whon transplnutud to
southern skies.
The great problem that lies bo
fore our people in dealing with this
question is not one of "imperialism''
or "territorial expansion" out of
the fitnaes of our now possessions
for colonization and homo build
ing by the Anglo Saxon, If he cau
live and thrive thoro we want
them; if not possession would be
fraught with daily ui:d unceasing
trouble and danger.

The Salem Jouintl is of the
opinion ihitt n circuit j title's who
lias ourefully tried a murJer citse,
resulting in conviution of the ac
cused, should certify "probable
cause" for roversitl of the judgment
of his court. It appenrd to us this
would be stultifying, and un adinia
sion on tbo pnrt of the trial judge
that he wits not fit to try a criminal
case.
The caso in question, that of
Claude Brant in, was carefully tried
by Judge Hamilton, a . lawyer who
for nearly twenty years devoted
much atiHii'.i'iu to criiiiinai practice
boll, as prnsi'fMitin", nf'.r-.uy, and a
pleader tiefore llio bur for an I agiust
accused persons. For ii.-h a judge to

What Ion pidfee iui ? Tu carefully
try a caupe then turn about and
say he probably had done wrong?
That is what tbe Journal would
ask of Judge Hamilton.

(Prom Augusta, Ga, Speech.)
"Thus lar we have done our su
preme duty. Shall we now, when
the victory won iu war is written
in the treaty of peace aud the oivi
lized world applauds and waits in
expectation, turn timidly any
trom the duties impo-ed upon the
country by its own great deeds?
And when the raiats fade and we
see with clearor vision, may we not
go forth rejoicing in the strength
which hB been employed Bolely
for humanity and always lias been
le'Dpered with justice and mercy,
confident of our ability to meet
tlie exigencies which await u, be
oiuse conlident that our cuurse is
one of duty and our cuubo that of
right?"
Hero is how the Salem Journal
whacks some of the de .uty state
officials: "Mr Qeer's broom .an'l

Think ol mere assistant officials
drawing $l.r00 to 2500 a year,
Iuiuhb rent an J lots of perquisites
free, such as carriages day or night
and any amount of time to roll ten
pins. Not exactly the way farmers
live."

It ih a daily and Itmtrly marvel that men
will recklessly iukI "t their hetilth, when
a moment's thought should tell them Hint
they are courting letith. It lies in most
every umu's power to live to a (ireen old

care of himself that he does of his horse, or
cow, or doff, he would enjoy jrood health.

choke out his vegetable's. When he is out
of sorts, sick, nervous, headnchey, has no
appetite and is restless aud sleepless at
niKht, he pays little attention to it. The
result is consumptluh, nervous prostration
or some serious blood or skin disease. Dr.
Pierce's Golden Medical Discovery is the
best of all medicines fur hard working men.
It (fives edge to the appetite, facilitates the
flow of digestive juices, invifforuten tlie

It is the great blood-maker and flesh
builder. It cures o3 per cent, of all cases
of lingering coughs, bronchial aud throat
affections, weak lungs, bleeding from lungs
and kindred alfectious. Do not wait until
the lungs are loo far wasted to admit of
being cured.
