Th4 way to build up Dallas u to pat- ronin Dallas peoplt. The roteri of Polk county haring decided to prohibit the sale or intoxi cating liquors in the coimty, it is their duty to see that their wish Is obeyed, and that the county is made dry la fact as well as In name. Let do ooe shirk his shr of tMj duty and teHpoDxibility, Imagining that the task will be a light one, for It will not. It will not be sufficient now for the private citizen to sit back and throw the whole responsibility on the shoulders of the officers, claiming that he has done his whole duty in voting liquor out of the county. No officer, however faithful, can effectu ally enforce a law unless public senti ment is behind him, and the way to keep liquor from being sold unlaw fully Is for every citizen to assist In enforcing prohibition. The licensed dealer Is easily watched, as bis place of business is open to the public at all hours, but the illicit traffic is of an entirely different character. The Observer has Its opinions on the local option question, and has not hesitated to express them ; neither has It bad any reason to change them ; but now, that the people have said by their votes that tl-e licensed saloon roust go and that the sale of liquor for boverage purposes must cease In Polk county, this paper will do all In Its power to aid in enforcing the law, both lo letter and In spirit. Enforcing the law under tho now conditions, however, will not be easy. Let no ono be deceived Into thinking that It will. For this reason, It will be the duty of every man who has voted to bring about these new conditions to work as earnestly and diligently to enforce the law as bo did to pass the law. In this way, and this way only, can the advocate of temper ance prove his sincerity to the cause of temperance. highest, by the way. In the history of Dallas this paper strongly objected to It as excessive and unnecessary. For this mistake on our part, we desire to apologize to the council. It Is now evident that the levy is not too high, baton the contrary, that it Is not high enough. With $2400 deducted from the city revenue each year, it will be necessary to make up the deficiency by taxing real and personal property, and, possibly, by adopting ao occupa tion tax. The Observer will not object to either, or both, forms of higher taxation; neither will it admit that Dallas cannot get along without thejt; saloon license. The point we wisn to make is that, bavingcutoff one impor tant source of revenue, the city will be j obliged to adopt one of two plan either dispense with some of the pres ent pabiic conveniences and Improve ments, or increase the taxes. A con dition and not a theory confronts us.
