Summing it all up, every comparison between macadam and smooth pave ment for business streets proves the superiority of the latter. It Is better in every way, and in the end it is cheaper. The citizen who goes to the City Hall tonight and gives "bis voice and vote in favor of paved streets for Dallas will never have cause to regret bis action. STREETS. WORK FOR PAVED Every citizen of Dallas owning or renting oronerty In the business district should attend the meeting at the City Hall tonight and take part In the discussion of the proposed paving Improvement. It is one of the most important questions that the people of Dallas have ever been called upon to consider, and upon tbeir decision will depend largely the future growth and prosperity of the city. If the decision shall be in favor of pav ing the business streets, and the Observer believes it will be, Dallas will at once be placed In the very front ranks of the progressive cities of the Paclflo Coast and ber commercial supremacy will be assured for all time to come. The news that this most enterprising of Valley towns bad decided to add paved streets to her already long list of splendid public Improvements would immediately attraot to us the attention and favor able consideration of the people of the entire Northwest and would , prove an - advertisement of untold value. ' It can be snid truthfully, and with' out boasting, that Dallas Is one of the best business towns in the state of Ore gon. Mo town In the Willamette Val ley Is making a more rapid growth, and none Is enjoying more substantial prosperity. Where Is there another town of 2500 people with so many mills and factories, and giving employment to such a large number of working men? Where will you find another Interior town with a railroad servioe of twenty trains a day? Where Is another town of 2500 population with such an extensive mountain water supply, high grade fire apparatus, modern business buildings, hand some residences, schools and churches, and so many blocks of concrete Bide- walks? And where else, .west of the the Rocky Mountains will you find a country town with a first-class sewer system? All of these conveniences and Improvements are found hero, and they are what have mailo Dallas the attractive and prosperous town mat it is today. (Jan we afford to put on the finishing touch by paving our streets? We cannot afford not to pave them. It Is true that the paving will cost money, but any Improvement worth having oosts money. And the Improve ment will be permanent Unoe it Is finished, property-ownors will be put to do farther expense or annoyance ror street repairs. Crushed rook Is sufficient for the resldonoe district, but It will not withstand the heavy traffic on the business thoroughfares. If the taxpayers should decide upon crushed rook for the business streets, they would regret their decision within the next three years. They would regret that while improving the streets, they did not improve llioni right In the flrst place. Much hna " been the experience of every town that bs built macadam streets, and the expense of changing from macadam to smooth pavement has bten found burdensome. All that Is needed in Dallas to Insure paved street for the entire business district Is to get the Improvement started. Once under way, the property owners win not permit the movement to rest This has been liie experience of all cities that have paved their streets. Iq Eugene, the council flrst ordered the Improvement of six or even blocks. Before the work h oeen nnuned, the property-owners asked ror the Improvement of thirty more blocks. The additional paving Is now under way, and the people are clamoring for still six blocks more. And so It goea. The few taxpayers who objected to the Improvement at flrst are now loudest In Its praise. The man who owns property In the center of a block now finds that It Is practically as valuable for bunlnesa purposes as that of bis neighbor on the corner, and bis tenants are only Uw wllllog to pay btm an Increase In The Oregonian says no man who owns real estate in Oregon, much or little, or expects ever to own any, can afford to vote for the single tax amend ment. It means confiscation, through taxes, of all the proceeds of land ; that Is, of all the value of land, whether In farms or town lots, and exemption of the chief forms of personal property, In which the great wealth of our pluto cratic classes mainly consists. The Oregon supreme court has reversed the lower court In the case of the State of Oregon against the Port land General Klectrlc Company, there by upholding the right of the state to collect from the company 10 per cent of the net profits of the operation of the locks at Oregon City. The de- cislon also establishes the right of the state to purchase the canal and lock from the Portland General Klectrlc at a price to te determined in such man ner as the legislature may prescribe The opinion holds that the present owners of the canal and locks are hel subject to all the original conditions and the fact that state officers In the past have been negligent in not collect ing the money due does not stop the state from recovering now. However, the state can collect for only six years back, for the statute of limitations bars recovery for a greater period.
