All waste paper in the treasurer's office is inspected by a special waste paper inspector, whose duty it is to discover any valuable document that may have been carelessly misplaced. It is then Bent to the waste paper room in the subuascmcnt, where all the contents of the wicker baskets are separated into three piles pasteboard and brown paper and white paper. Two women do this work year in and year out. A month ago a check for $8,200 waa found m the waste pa- per room. From eight to ten tons of rubbish are removed daily. We believe this on the ground that the intelligence of the common people will find remedy for the present deplorab condition of the industrial world and that out of this great clou that overhangs and overshadow all things else will burst the sun of good-will and a fellow-feeling be tween capital and labor. Voluntary, disinterested arbitra tion now seems to be the popular plan. This will in time be sup plemented, no doubt, by compulsory arbitration, forced and directed by law, after which the ill-omened bird that now hovers over th homes and business of our country will take its flight, and the horrors of strikes will be known no more forever. Then will the intelligen workingman and the philanthropic capitalist bless the day when public opinion said to them, "You must be just, not only to yourselves but to the consumers as well," for this is a triangular contest, the longest line of which is represented by the consumer, and his interest cannot be ignored without bringing blighting failure accompanied by calamitous results that would spread disaster and ruin such as the world has never seen. It must not be, it cannot be, that capital and labor will set at defiance the warnings and sufferings of an offended public for a much longer time. CONSUMER The X-Rays. Wheat, both fall and spring, has made excellent advancement, and there remains but little seeding to be done. Pastures have improved greatly and stock is rapidly being turned out on the summer ranges, Sheep shearing is general, and the few reports received, indicate that the clip will be below the average The increase of lambs is unusually small.
