DALLAS, OREGON, Amil. 10, 1903, The way to build up Dallas is to pat ronize Dallas people. LET ALL STAND TOGETHER. The result of Monday's city elec tion means much for Dallas' future welfare and prosperity. It means that the city council can now go ahead and carry out the improve ments so greatly needed by the town. As might have been ex pected, there were many different opinions as to the best method of supplying the town with a water service, and it was in deference to these opinions that the council de cided to submit the whole mutter to the people for their cnnsidem.inn arid instructions. The people have spoken, and in such certain terms as to leave no doubt in the minds of the members of the council as to the course to be pursued. That body will now proceed to carry out the wishes of the people as ex pressed in both the September and April elections. It is certain that the greater part of theopposition to the system of waterworks proposed by the Gates ordinance will disappear as soon as the work of putting in the plant is under way. There were objections to the plan proposed for the building of the railroad to Falls City, but the moment the construc tion work wan begun theopposition melted away like dew before the morning sun, and today some o: the strongest enthusiasts as to ihe benefits to be derived from the building and operation of this road are men who were found in the ranks of doubters and obstruction ists when the project first came up for consideration. Today it seems almost impossible of belief that any citizen of Dallas ever opposed the building of this road; and yet it is a fact, as the writer of these lines has good cause to remember. The carrying out of the Gates ordinance will insure .the building of water-works this season, and the installation of a plant that the peo pie of Dallas will be proud of. It means plenty of work and a lively town the coming Summer; it means wholesome water and healthv eople, splendid fire protection and ower insurance rates, beautiful streets and lawns, more attractive homes, and an increase in the value of every foot of property in the town in fact, all of the benefits that a bountiful supply of good, pure mountain water can bring The city council has endeavored at all times to act in good faith with the people, and the motion to submit the question to the tax payers was carried by a unanimous vote. The friends of the Gates ordinance defended the measure in an honest and sincere manner, and only asked that it be considered upon its merits. They did not . seek to dodge or evade the issue in any way, and were willing to rest content with the verdict of the people, whatever the same might ba. Theordinance was thoroughly discussed in order that it might be understood, and after the tnosi critical examination and mature reflection the people endorsed the ordinance passed by the council find signed hy the Mavor bv a vote that left no doubt as to their wish in the matter. It is now the duty, and should be the desire, of every local citizen of Dalian to lend t' the C'omcil possible aid and ciicouragcincnl in tho wnrk of carrying out tot- pro visions of this ordinance. The mem ber of that body will al.-o uc every effort to keep the expense of securing the needid right-of-way ani water rights at the lowest kntch, in order to make the cost to the taxpayers as small as pos-ible. Io this part of the work, the people can help. Let there be no talk of obstruction by any citizen of Dallas. If there is to !m opposition to the measure, let it Come from the few outside property owners who have already caused the city all this trouble and costly delay by their refusal to grant the small concessions asked for. Let all the people of Dallas stand shoulder to shoulder and hhow these few obstructionists that the city meanB business, and that it intends to build these water-works in spite of all obstacles that may lo thrown in the path. It is now time for all citizens to get together. A house divided against itself will fall, and a city rent by internal strife and dissension cannot crow nnd prosper. Prtca SOc policy that has retarded the growth of so many othei towns that other wine would have flourished and prospered must never be allowed to gain a foothold here. Dallas en joys the reputation of getting every thing that it starts in to get, and it is our duty as citizens to see that this reputation is maintained. The editor of the Observer is re ceiving a large number of con gratulatory letters and messages from his brethren of the press and other friends throughout the North west upon the result of Monday's city election. These letters are ap preciated more deeply than any words can express, for in every instance there are kind words for Dallas, and recognition of her posi tion as one of the coming manu facturing cities of Oregon. No town on the Coast stands higher than Dallas for its up-to-date ideas and spirit of progressiveness, and it is a matter of surprise to out siders that Polk's Capitol has so long neglected to install the most needed of all public conveniences a system of waterworks. The farmers of the Salt Creek neighborhood are much encouraged by the succ. ss which has attended their efforts to secure a mutual tele phone exchange. Many people living along the proposed route have signed contracts to become subscribers, and the business men of Dallas have extended libera financial aid. The Salt Creek peo ple are desirous of connecting their line with the baliston rural ex change, but before they do so it will be necessary for the members of the latter exchange to show an interest in the matter by assisting them to a small extent in a financial way. Otherwise they will, so the Observer is informed, build their line to Dallasand leave the Baliston gap open until such time as the latter exchange sees fit to assist in the movement to close it. The first four miles of the route out of Dallas lies in the hills, and from this portion of the line no revenue whatever will be received. The Salt Creek people say that all that they ask of Dallas is to assist them in building these four miles. This, they claim, is all that Dallas can rightfully be called upon to do, They urge that the line to the county seat will benefit every sub scriber to the Baliston exchange, and that it is only fair that the latter should assist in a small wav in the expense of its construction. The completion of the line from Dallas to Baliston would prove o great benefit to all parties con cerned, and the Observer hopes to see the matter amicably adjusted, so that work may begin at once. ROSE CROIX BANQUET. Polk County Scottish Rite Masons Observe Maundy-Thursday at Independence. The Scottish Rite Masons of Polk County, members of Ainsworth Chap ter of Rose Croix, of Portland, held a banquet at the Masonic Hall in Inde pendence last night. The banquet was held in commemoration of Maundy Thursday the Thursday before East er. It has heretofore been the custom of the members residing in this county to attend the annual banquet in Portland ; but this year, on account of the new Scottish Rite Cathedral not being ready for occupancy, the cere mony was held at Independence. The nine members in Polk County are H. Hirschberg, Dr. O. D. Butler and A. S. Locke, of Independence ; J. B. V. Butler, of Monmouth ; R. E. Williams, W. R. Craven, Oscar Hayter, E. C. Kirkpatrick and Dr. Mark Hayter, of Dallas. After partaking of a sumptuous banquet, the finest ever prepared in the county, toasts were responded to as follows : "The President of the United States," J. B. V. Rutlor; "The Supreme Council," Oscat Hayter; "True to Nature and to G7d," Dr. E. J. Thomp son. The decorations were superb, and the orchestra program pleasing.
