It logins to look as if the craft o f yacht building has, for the time being, at least, reached a point where lurthcr improvement in the matter o f speed is not attainable. There is a serious doubt in the minds o f American experts as to the superiority of the new cup de fender, Constitution, over the old, Columbia. There is a serious doubt in the minds o f British experts as to the superiority o f the cup chal lenger, Shamrock I I , over the old Shamrock I. In the English trial races off Rothesay the new cup challenger has not by any manner o f means outsailed the old. Unhappy acci dents to the former have prevented the fullest demonstration o f the merits o f the two yachts. And re markable to relate, exactly the same conditions prevail on this side as affecting a judgement on the re spective qualities o f the new and old cup defenders. The trial races off Newport have been anything but satisfactory. For this very reason, however the contest for the American's Cup this year will be possessed o f a peculiar interest. Preceding races have shown a steady improvement in both American and British yachts. There are grounds for the belief that the two nations have about reached the lim it o f speed in yachts temporarily at any rate. Only the actual American’s Cup races of 1901 can definitely settle this point. And the settlement o f such a point cannot but attract an exceptional international attention. I t is rather a fine point to say that General Smith opposes (juany .and the Philidalphiii gang as a .Pennsylvanian and not as a mem ber o f the administration. H ow ever, if the President wishes to dodge responsibility in the matter, let him do so. Secretary W ilson says that the sugar trust is about to be smashed by the cultivation o f beet sugar in this country. Somebody should tell the good old man that the Sugar trusts owns or controls nine- tenths o f the beet sugar factories in the United States. Porto Rico W ill come within the taoiff laws o f the United States on July 25. Senator Aldrich tried to get the President to shut her out for Beveral months longer on pre text o f testing her revenue abilities, but W illiam was afraid to make the play. The state normal school at Drain Is announced to open on Monday, September 9th. The faculty ban been increased and strengthened, additions have been made to the course-piano, organ and vocal music, drawing etc. Teachers re view classes will be organized to sid young teachers in securing better grades and advanced certificates.
