The plutocratic Washington (D. C.) l'oet is sneer ing at the plan to submit these proposed laws, review b of the act of the legislature and constitu tional amendments to the people of Oregon, who it says are not intelligent enough to pass on them. This is the view also adopted by the Portland Oregoninn and Pen dleton Tribune. ' Those papers profess to believe in the supreme wisiioun and incorruptibility of politicians who boss legislatures! To give the lie to the hired tools of the enemies of Oregon, every voter should inform himself to the utmost on these 19 measures, wh en briefly stated are as follows: ; Submitted By the Legislature. Amendment increasing compen sation of members of the legisla ture to $400 for a regular session and $10 a day for special sessions. Amendment permitting the lo cation of state institutions away from the capital. Amendments increasing the number of Bupreme judges to , five and extending the jurisdiction of circuit courts to probate; also re quiring provision by law for . dis trict attorneys, county (Courts, etc. Amendment changing tbe time of holding general elections from Juue to November. Acts Submitted Under the Referendum. Acts giving bheriffs custody of prisoners. ' Act requiring granting of free railroad passes to certain officials Act appropriating $100,000 for armories. ' Limiting the power of district attorneys to file indictments. British Columbia Places Its Forest Uads In Reserves. Washington, Feb. 17 At one stroke of the Lieutenant Goveruor's pen, 150,000,000 acres of forest land In British Columbia have been placed in reserves. This includes every acre of the province's timberlands, except what lias been leased. This is as much land as was put in the National Forests of this country between the years IK91 ami 1907. Tbe action wan taken to check waste ful exploitation of timber resources and to bring the care uud cutting of timber more effectually under govern ment control. ' The province has been leasing llm berland instead of selling it. Tile most of the leasing has been' done tbe past three or four years, aud Americans bold the largest part ot tbe 10,000 leases now in force. The lease is, hi its effect, a long-term option at low rate. It runs 21 years and, may. k renewed at the end of the first term. The lessee pays 25 cents a year until he is ready to cut the timber, wheit he pays a royalty of 60 cents per 1000 feet, board measure, for the timber re moved. 1 The income of tbe province from leases was about $1,275,000 last year. .
