KINO CAUCUS, A giiAXce at the use of the caucus in selection of federal senators em phasizes the long warfare -waged aginst the system by Hon. Charles E. Buckalew, of Pennsylvania. For illustration, take a legislature in which one party has sixty-fiTe votes, being a majority on joint bal lot The candidate who proposes to reach the senate against public senti ment and in the face of demonstrated incapacity needs only seventeen of the sixty-five votes to start on. He pro ceeds to howl for a caucus. His friends howL His hired howlers howl, and finally howl power bring3 the six ty-five votes together to vote upon a caucus. Thirtv-threo vote for a cau cus, and from that moment the ad verso thirty-two are told that they "are bound by the caucus." They are warned not to bolt, for that will exclude them from the party. Good, honest party men, forgetting that with the caucus came degeneraoy by depriving public sentiment of any in fluence in a senatorial selection, join in the head-shaking. Tno thirty-two may absent themselves, probably do in a majority of cases, but that does not efface tho caucus. The thirty three become the legislature for the purpose of selecting a senator, and their majority, or seventeen votes, finally makes the choice for the whole body. The Allans have made proposals to tho Canadian government for provid ing a rapid service of steamers on the Atlantic to run in connection with tho Canadian Pacific railway and tho pro posed fast lino of steamers on the Pacific, it being part of the arrange ments made with tho imperial govern ment when they agreed to subsidize thePacific line that a swift Atlantio line should also be provided. It is stated by a member of the firm that tho ques tion involves an expenditure of 1,000, 000. in i ' It is estimated that the present population of the United States is 61,000,000. The total increase is said to be 100,000 a month, exclusive of immigration, and last year tho in crease by immigration was 518,000. At this rato the next census, which will be taken in July, 1890, will show about C7,000,000. m i - George Washington was inaugu rated on April 30, 1789, because the bad weather had prevented congress from assembling and organizing. James Monroe and Zachary Taylor were inaugurated on March 5, 1821, and 1849, respectively, because March 4th in those years fell on Sunday. "Madam," said the marshal, turn ing politely to tno woman, "you havo taken the seat ot the chief justice, ana ue wants it again. "I don't care," she responded sharply, not budging an inch; I'm a free-born American citizen, and I havo as much right to it as the chief justice, and I won't get up." "Your honor," ho said, turning to the chief justice, "you hear what she says." "Clear my seat" said the chief jus tice firmly, and with a look which meant "or I'll nave your oihcial bead struck off." Moved by the look, if not by the words, tho marshal turned to tho woman and said: "Madam, you must surrender this seat. It contains a statement in refuta tion of the claims of the Tory party in England that Parnell and Glad stone in their efforts to secure home rule for Ireland are not supported by the intelligent psople of America. EXTENSION TO THE CONTRACT. New York, March 21. The Pan ama Canal company announces that a farther extension of the provisional contracts has been arranged with the contractors, which secures the main tenance of the works and material. The official liquidator does not despair of forming n new company. A BIG COAI. SYNDICATE. London, March 21. A Jcoal syndi cate with 100,000,000 proposes to purohaso all the collieries of Camber land, Yorkshire, Lancashire, North umberland and Durban). The pro prietors of the mines will meet soon at Manchester to consider the syndi cate's proposal. REMARKS FROM JOHN L,. Worcester, Mass., March 21. An associated press representative saw John L. Sullivan, who is stop ping here, in a new role. While talking to a gathering of friends somo ono mentioned Klaine s name. This led the big fellow off upon the unusual strain of politics, lie first expressed his sympathy over Cleve land's defeat and said he liked him because he resembled himself. They both were big, solid men, and both had been kuocked out by their former admirers Cleveland by the people of the United States, and he by the people of .Boston. Agam, he and Cleveland had both gone to New York to get on their legs again. The only thing that he did not like was that Cleveland was a lawyer, lie was sore on lawyers, but recollected that Cleveland was once a sheriff, which laudable position somewhat offset the misfortune of being a lawyer. 'There's Harrison," went on John L., "he's nowheres. James G. Blaine is president. Jimmie's got a big head, and he ain't going to let any one come treading on our toes. I would liko to see Jimmie be presi dent. He's got knocked out several times, bnt he's still in training. What I don't like is what ho calls a vig orous foreign polioy, which means setting a lot of fellows to shoot each other to carry out some Bcheme of his, and I am afraid he will get us into trouble." On The Quarantined Steamer. San Francisco. March 20. There was more excitement on the steamer Columbia to-day than there has been since tho passengers refused to go on tho Mexico. The steamer Newport went alongside to tako off tho perish able freight. Tho 120 sacks of oys ters, wmoh nave caused so muon com ment, were the first things removed, and tho passengers applauded tho act loudly. Then the onions were taken out of the hold, and finally tho pota toes. Tho passengers, many of whom had become t'red of being in quarantine, triod numerous ways to get off the vessel. Bribes were offered without number to be stowed away on the Newport. One man got a laborer's jacket and overalls and attempted to carry out n sack of onions. He was not sharp enough and his disguise was easily seen through. Several jumped over the railing on to the Newport and tried to hide in tho caoms, bnt every attempt was baiced by the quarantine officers. Tho steerage passengers passed a vote of thanks to the steamship s owners for removing the "perishable cargo." J. K. Armsby, writing from San Francisco on the salmon situation, says: "There is but little ohange in the salmon situation from that of a week ago, with the exception that abont lUU.UUU oases more Alaska have been sold, and everything is now piohod np except a few packs that are neid at very high prices, it is hard to see how there can be any decline in Alaska Balmon this year. Europe has bought more liberally than ever was before known, both of Fraser river and Alaska, and while they havo touched Columbia river a littlo char ily, owing to the high prices, yet they have picked up everything that has been offered at anything liko low pri ces. George Hume's and Scotchler A Gibb's Sacramento fish have been sold for export at S1.45. Australia has also como in the market and bought freely, and while there may be a few of these European purchases offered in this country, yet the bulk ot trading has been bona fide sales for straight export trade."
