The directors of the Astoria & South Coast Railroad company held an informal meeting yesterday. They will organize to-day. Tho meeting night of Clatsop Lodge. U. O. ot II., has been changed from Wednesday to Tuesday evening. Tho lodge now meets on the evening of tho first and third Tuesdays of each month. This office is in receipt of a com plimentary ticket to the tenth annual exhibition of the Portland mechanics' fair, which will open the fourth and close the 27fh of October. It prom isesto be one of tho most successful exhibitions ever held. If John P. Nolan, a printer, who has been leading a wandering life in the northwest for the past year, will report by postal card to T. 11. N., war department, adjutant general's office, Washington, D. C, he will learn something greatly to his advantage. Business has been dull for some time with the salvation army bum mers, so last night they managed to be run in the city jail, whither they went with drums beating and ban ners flying. This gives them tho no toriety they crave aud is a big ad. for their business. Rev. Rob't Nourse of Washington, D. C, will lecture at the Congrega tional church next Saturday night, on '"John and Jonathan." Admission fifty cents. Of him Robert Rnrdetto, the Huwkeyc man says: "You may say what you will about Nourse, yon cannot say too much.'' The meanest man is said to livo in Goldendale, W. T. Ho contracted with a farmer for hay at 87 a ton, less S3 for hauling which the buyer was to do. The Clatsop Road & Construction company have a force of men build ing the straight piece of road 1.0C0 feet in length, to obviate tho curve at the Seaside cannery. Tho men are making progress at the rate ot sixty feet a day. Where the piles are put down the rock is removed, and the timbers sunk in the ground to a depth of 30 inches, on a sub-stratum of soapstono. Tho postmasters throughout the country have been notified that the following provision of law has been approved by the president, and is now in ferce: "That hereafter tho nostaco on seeds, cuttings, bnlbs, roots, cious and plants shall be charged at the rate of 1 cent for each two onnces, or Traction thereof, snu ject in all other lespects to the exist ing laws.'' Geo. B. Mntlack Jr., charterod a spe cial train at Portland last Tuesday for Chicago, and left there at H r. m;, arriving at Chicago at 11 a. sr., Fri day, makiuc 2.310 miles iu C3 hours. The averago speed was nearly 40 miles an hour. He paid S2.000 for the train, or S3'2 an hour, or over four bits a minute. He was traveling to the bedside of his father, who died at Henzelton, Peun., last Sunday. On tho 7th of April there was a collision at St. Helens between tho tug Herminia and the Clara Par ker. Yesterday the former vessel was libeled by Sir. H. B. Parker, the owner of the Clara Parker, and at tached by deputy marshal H. A. Smith for S1.200. Tho Herminia is leased by Mes9rs. The total value of the cargo is S105.309. The salmon supers are J. G. Megler & Co., 1,500 coes; Pillar Rock Packing Co., 1,953 cs.; Thistle Packing Co. 2,000 eases and J. O. Gen. Benj. Harrison was 55 years old yesterday. President Cleveland will be 51 years old next month. Mr. and Mrs. Calvin O. Burt are at the Occident. Mr. Burt is the editor of the Masonic Review, of Detroit, Mich., nnd is taking a little needed relaxation. L. Lee, the traveling correspondent of the Scandinavian, published in Chicago, in the Norwegian and Dan ish languages, is in the city. His paper has a largo circulation. Mr. Lee is engaged iu writing an article for his paper on Astoria, a translation of which is promised Tnn Astoria?.-. The Columbia Cable. Mr. IL A. Starrs, who contracted lo supply and lay the new Columbia river cable from Astoria to Fort Canby, is on pins and needles over the slow progress it is making across the continent. Ho has good reason to bo uneasy, for if tho cable is not in place by the 25th inst. ho forfeits S100 for every day that transpires nfter that dato until the cable is in placo. As the cable was on the Northern Pacific lines, Mr. S; G. Fulton was the gen tleman to give the following explena tion to the News of tho cablt's delay: "The cable is in two tanks of water which are loaded on Pennsylvania railroad cars. The two tanks, includ ing their contents, weigh C9,C00 pounds. When it is considered that n freight car's load is 20,033 pounds it will bo seen that the car containing the cable is over-weighted. As a re suit the journals have been over heated, burning out the brasses, ne cessitating the car being sidetracked until new brasses could be nut in. In order to avoid further delay the car will be thoroughly overhauled when it reaches Heron, and a me chanic will accompany it to Portland. supplying brasses whenever needed on the trip. A car has never passed over the road with as heavv a load. The cable was imported from En gland and is covered with a gutta pcrcha coating, which protects it from the water. If the head cable is exposed to the air it becomes cracked and practically useless, which ac counts for its being transported across the continent in water. On the ar rival of the car here the car will be run down to the water's edge and the cable will be taken out of the car tanks and recoiled into similar ones on n barge, which will convey it to its destination at Astoria.' Mr. Fulton thinks the cable will arrive here before the 25th. It is to be hoped it will, for Mr. Starr's sake. Sunday News. Reported Strike at Tillamook. A repoit reached this city yesterday of a strike among tho fishermen of Tillamook and on the Nehalem last Satnrday. There was about 50 boats on Tillamook bay last year; this year thero are about 80. Tho fisher men were offered 20 and 35 cents, but it is reported have all struck on Tilla mook bay for 30 nud 50. The Hob sonville cannery and tho Garibaldi cannery are the only two on the bay. On tho Nehalem there are about 40 boats. The 20 belonging to Mr. Leinenweber are reported working at the proffered figures; the other 20 belonging to Mr. Elmore, are reported to have struck. Hews Specials From Two Continents- Warlike Speech From Germany's Emperor. New York, Aug. 20. General mas ter workman T. V, Powderly testified before the immigration committee to-day, on the subject of imported contract labor. He said the system was most reprehensible. The condi tion of the workers in the Pennsyl vania mines ne said, was scarcely describable. In the coal regions, na tive miners had been driven out by Hungarians, and other cheap foreign workingmen, who live in a filthy state on tho cheapest kind of food, so that American miners cannot compete with them. Their sleeping quarters are disgusting. "Their immorality is startling. The universal opinion of tho American workingmen," said Powderly, "is that the men along the line of the Pennsylvania railroad, Hungarians and Italians, who are designated only by brass checks hung on their pantaloons are not desirable American citizens." The Germans took pride in learning the English language, and be thought that no person should be admitted to citizen ship, until he was able to read and understand the Declaration ot Inde pendence, and the Constitution of the United States. Of course foreign consuls abroad should inquire into, and report, upon the character of every man who leaves foreign countries for the United States, TDKBULENT TIMES. Pasis, Aug. 50, Boulanger was elected to the chamber ot deputies from three departments of Somme Charante and Nord yesterday. At Amiens, the capital of the department of Somme, there was rioting nt the polling places the whole day. The disturbance continued until midnight when the military were compelled to charge at the point of the bayonet to clear tho streets. Similar scenes were witnessed at Lillie, tho capital uf the department of Nord. A COWARDLY DEED. Fort Fairfield. Aug. 20. Marine major Howes and family of Boston, with Indian guides, forming a party of ten, iu three canoes, while passing up the Tobiquo river thirty-six miles from Audover yesterday, were fired on by an unknown person, Mis. Howe was instantly killed. There is no clue to the murderer. REMARKS FROM TIIE EMPEROR. Berlin, Aug. 20. The Emperor made a speech last Saturday at the headquarters of the first infantry, the occasion being tho anniversary ot the battle of St. Privat which led to tho eventual triumph of Germany. The semi-offi-cjal report of the speech represents him as lauding this event as of im portance for the whole army. He was convinced that should the regi ment's time come again it would not be behind in its achievements ot that day eighteen years ago. The speech was received with en thusiastic cheers. FOREIGN POLITICS. St. Petersburg, Aug. 20. Italy's note in relation to the seizure ot Massowah does not effect Russia's attitude on the question. Russia will conform to the views of Turkey, whose interests were prejudiced by the seizure. LYKOn LAW. Guide Rook, Nebraska, Aug. 20. Billy Cole, who shot Wm. Montgom ery and Charles Grant on the 17th, was taken from jail by masked men this morning and hanged on the rail road bridge. Both ot Coles' victims are fat ill alive. A SUiITART VISIT. The Victoria, British Columbia, Standard of the -10th, contains the following information on tho run: The salmon run in the Fraser river is much more encouraging of late. Last Sunday night the boats averaged 60 and 70 each. If the run holds up to that average the season's catch on the Fraser will bo fairly good. The same paper on tho liko date contains the following information on the pack further up the British Columbia coast. Amongst the arrivols on the Cari boo Fly is Mr. Thomas Mowatt, in spector of fisheries, who has been paying an official visit to tho northern fisheries. Mr. Mowatt states that there is little chance of tho Skeena river being over fished, as owing to the present arrangement it is only possible to fish eight hours out of the twenty-four, and that this, with the weekly close time, gives a better chance to'tho fish to ascend to the spawning grounds in tho higher reaches of the river. Co. expected to close down on Monday or Tuesday. Last year British Columbia packed outside of the Frazer river, 72,190 coses, and this year if the above be correct it will go over 100,000 cases. Including Fraser, which is fair to presume will not be less than 100,000 cases this year's pack will equal that otl887. Tho pack on Fraser river last year aggregated 128,800 cases. An Explanation. Richard Ashbnry Jone3, chief jnstice of tho district court of the United Slates for Washington torritory, died at his residence at 2:30 this morning. His death was sudden and unexpected. He returned from the country at 9:30 last evening in some pain, and imme diately retired. Toward midnight ho became worse. The immediate cause of his death was wdemu or dropsy of tho lungs.
