The delegations and members who have promised to vote for the tariff billhavo had their district interests well taken care of, and if any of them fail to come to time their items will be knocked out" The United States has a population of at least 02,000,000 at this moment. This makes it second in this particu lar among tho great civilized nations of tho world. Keeping in view the ra tio of growth of tho countries named between recent census periods, there are to-day about 88,000,000 inhabitants in European Eussia, 47,000,000 in Germany, 40,000,000 in Austro-Hun- gary, 38,000,000 in France. 37,000,000 in Great Britain and Ireland, 30,000, 000 in Italy and 17,000,000 in Spain. The population of none of the other countries of Europe reaches 10,000,000. Turkey's inhabitants outside of Asia aggregating scarcely half that figure. Kussia alone of the great powers of Christendom exceeds tho United S tates population. Even Russia must soon be left far in the rear. On July 1st, 1S90, when tho next national enumer ation takes place, the United States will have 67,000,000 inhabitants. It will have 90,000,000 in the year 1900, and 124,000,000 in 1910.. This compu tation is based on the averago growth of the country during tho century. Employing a like basis for Eussia, that nation beforo 1910 will have dropped to second place, the United States taking the first. Forty years ago tne umtea states stood sixth in the point of population among the civilized nations ot tho globe, and twenty years ago it stood fifth. Twenty years hence it will stand first. And will not political, social and in- ... dustnai supremacy come witn pre eminence in population? Perhaps, but hardly so soon. The United States leads the nations in extent, value and variety of natural resources. It is al ready first in the value of the products of its farms and factories. Undoubt edly it will eventually achieve prima cy in the other great avenues of hu-J man endeavor. Within the lifetime of thousands of Americans now living,, it seems altogether safe to predict, the United States will be as complete ly and unquestionably the great social center of the world as it is already the center and creator of much of that which moBt powerfully contributes to the world's moral and material advancement AN'riHFORTAJfT LAW. And One Tliat Interests a Great Many Here. The United States treasury depart ment has some very stringent regu lations, some of which seem neces sary, while others do not Be that as it may there is ono regulation that is of special interest to any one in As toria or vicinity who has business on tho river in a sailboat, fishing boat, row boat, or almost any kind of a boat at night. It may bo news to a majority of our readers to publish the fact that a rowboatcm the river at night must carry a light, under penalty of paying a S203 fine. Anyone can make com plaint regarding violation of tho law, and if proved tho United States court authorities would apparently have no option in the matter. Following 13 the text of the regu regu lateons: "All coal boats, trading boats fishing boats, and other water craft, navigating any bay, harbor, or river, propelled by hand power, horse power. sail, or by the current of tho river, or which shall be moored in or near the channel or fairway of any b3y, harbor, or river, shall carry one bright white light forward, not less tl an six feet above tho rail or deck. Row boats shall carry one whito light obove the stern." Section 4.237 of the revised statutes of the United States provides a pen- alty of 8200 for failuro to comply with the above regulations. A special ruling of the treasury de partment upon the subject of row boats carrying lights, made since the above regulation was issued, says: 'lho rule coverninc Iiclus on row- boats is peremptory in its terms that the lights shall be placed two feet above the stern of tho boat.'' It is believed that a test case has never been made here regarding this matter. Just how tho court would hold, whether the owner of the boat, or the occupant, would be held liable, is an undetermined question. . . Their Business Booming.
