One hundred people perished in the recent cold snap in Minnesota, Dakota, Nebraska and Kansas. That's why people emigrate to Ore gon. The new Washington territory board of pilot commissioners for the Columbia river, is composed o B. A. Seaborg, J. 0. Johnson, and Edward Loomis. There will be a meeting of the ladies of the Presbyterian church at Miss Warren's school-room at four o'clock this afternoon. Important business to be transacted. The February sailing dates of tho O. B. & N. steamers have not yet been given out. It is thought that the Oregon will be sent back as soon as she can discharge and load. Not moro than one-third of Gov. Pennoyer's lost 815,000 worth of logs has been recovered. Tugs followed the floating mass as far as Eagle Cliff, with very poor success as to recap ture. Further work on tho new gas works has been postponed till next April, when it will be resumed and pushed forward to completion, Astoria will then have a gasworks second to none in the northwest. The queen of Great Britain and Ireland and empress of India, and the Bussiau czar are losing subjects right along. Nearly 700 foreigners have taken out naturalization papers in tho Clatsop county clerk's office since July 1st, 18SG. Charges have been made against Maj. T. J. Blakeney, superintendent of the life saving service of this dis trict. Lieut McClelland, of tho life saving department, is on the way to San Francisco to make an investiga tion. Last Tuesday the territorial su preme court at Olympia decided the local option law in Washington nn constitutional. The decision will re lease some twenty-eight persons now being held in King, Kitsap and Skagit counties for violation of this law, and it will possibly affect many other places in the territory. Adj.-Gen. Drum has sent in a com munication to the senate regarding Fort Canby. He estimates the im provements at the post to bo valued at S4G,6S0. Gen Drum also calls at tention to recommendations made by the commander of the department of the Columbia that the fort would be a most important point to fortify in case of war. Perry was a little pre vious, but he may yet be overruled. The monthly meteorological sum mary for January shows some un usual weather last month. The high est temperature was GO", on the 26th; the lowest, 10', on the 15th and 16th, a range of 59". The prevailing direc tion of the wind was NE.; total move ment of wind, 7,184 miles; highest ve locity, 48 miles; the total rainfall for the month was 13.84 inches; January, '87, 18.24 in.; '86, 13.24; '85, G.78; '84, G.75. A casual visitor to the O. B. & N. freight office would suppose that As toria was an important railroad cen ter from the heaps of blue and green and yellow and buff and white rail road way bills in the hands of the clerks. All the roads west of the Mississippi are represented in the freight bills to and from Astoria, and each road's business down here ne cessitates tho keeping of a separate account. Thestato board of land commission ers, at its last session, reversed tho rul ings of former boards in one particu lar. It ruled in the case of an ap plicant for a deed to 1,280 acres of state land for which certificates had been issued for four other parties, who made an assignment of such cer tificates to tho party applying for the deed, that such deed could not be is sued to him, as under the law the amount of state land liable to bo pur chased by any one partv is limited to . 320 acres. A bill to regulate pilotage on tho Columbia river is nendinc in tho Washington territory legislature, and will probably be acted upon before uujournment, it appoints uireayuui missioners who may appoint pilots. No vessel enpatred nxclnsively in tho coasting trade on the Pacific shall bo compelled to pay pilotage unless a pilot is employed. In all cases where the services of pilots are required by the master of a vessel said vessel shall be liable for pilotage. Bar pilots must keep a good seaworthy boat or boats of not less than sixty-five tons each, and shall cruise outside the bar when the weather permits. Pilots must be American citizens, over 21 years old, with a practical knowledgo of currents, tide, etc. If a vessel in tho charge of n pilot is damaged by his negligence or lack of skill, the ?h( pilot is liable. Any master who may choose to pilot his own vessel over tho bar shall be permitted to do so, but must pay half pilotage to the first pilot offering his services, and the same going out. The county court convened vester- day, lions. C. H. Page, E. C. Crow, J. j. JNurnberg; O. J. Trenchaid, W. G. Boss. The bids of Holt & McCurtrie, SL 550, Surprenant & Fercuson. 81.300. and W. B. Headington, S1.425, for tno rebuilding of the bridge at Olian na creek, were opened; all the bids were rejected. The reports of D. J. Ingalls, road supervisor district No. 4, F. N.'Bvrd, district No. 3, B. Cnsick, district No. 9, on examination. Application of J. P. Anstin for a liquor license was granted. Bequest of ,Tas. Taylor and others that road district No. 7 be made smaller, received and filed. Adjonrned till 10 this morning. The AUnri.i Street Railway. The Astoria street railway is pro gressing. That part already laid from the old Page building to the crossing in front of the O. B. & N. dock was let down on the planks about three inches. From that west ward, for tho next block, it is beiug laid on top of the present surface of the street. It will continued west ward and work will also be begun at Johansen's. To avoid the hill by O'Brien's ho tel and eastward for a little distance, it is intended to build out from the present termination of the track, 200 feet into Scow bay, and there turn southward, connecting with the road way. The roadway will be widened seven feet on the south side and on this tho track will be laid. The cars aro expected here about the 1st of April. I. T. BjranmV Own Gift. Mr. P. T. Earthquake shocks were felt at many points in Maine, New Hampshire and Vermont at 11 o'clock this morning. JNo dam age has been reported, but the shock was severe enough to rattle windows, etc. EXIT JI'FARTjAXD Minneapolis, Feb. 1. Wm. Mc- Farland, one of the oldest actors in the country, was found dead in bed yesterday." McFarland supported Macready when in this country, and later the elder Booth, Edwin Forrest and other old timers. AN EXTENSIVE FIEE. Buffalo, N. Y., Feb. 1. The largo dry goods establishment of Barnes, Henger & Co. is now on fire with in dications of its being a total loss. It is reported that a number of lives have been lost in the fire hut nothing definite can be learned as yet. The Barnes, Henger and Co. estab lishment is a complete loss; all em ployes are safe. They report their loss on stock at $750,000. The fire is now under control. The stores on the opposite side of Main street have been seriously damaged by fire and water. The tiro broke out in the basement and spread with such rapid ity that it was with much difficulty tho 450 employes in tho building were rescued, many or them being saved from the tipper stories by firemen. The building was a handsome iron front, five stories high, and owned by C. J. Hamlin. The insurance on the building is 860,000, and on tho stock 8600,000. The total loss is estimated at Sl,- 200,000, with about half enough in surance to cover it. THE COAL MINES. Victoria, Feb. 1. Work has not yc t been resumed in any of tho col lieries at Wellington or Nanaimo sinco the explosion. The miners are holding a mass meeting to ascertain the best means to provide against such disasters. Another public meet ing will be held to-morrow night to hear tho report of the committee. The inquest was resumed to-day. The miners aro naturally somewhat nervous about returning to work in the mines, when one regarded as tho best in the district, No. 5, was visited by such a fearful calamit-. REDUCTION OF WAGES. JcnNSTOWN, Penn., Feb. 1. A gen eral reduction of 10 per cent, in tho wages of the employes of the Colum bia Iron company went into effect to day. They are running as usual in all departments but tho wire mill. These men aro now holding a meet ing with closed doors. No trouble i.s anticipated by the company, up wards of ton thousand men ura em ployed in tho works and mines and all are affected by tho reduction. OAVE HIMSELF UP. Cincinnati, Feb. 1. Eugene Zim merman, formerly director of the Fi delity National bank, who was in En rope when indicted by tho United States grand jury for complicity in the transactions of that bank, re turned this morning. Ex-lord mayor Sullivan, of Dublin, was released from Tullamoro prison to-day, after two months' confinement A large crowd gathered in front of the building ami greeted Sullivan with great enthusi asm. Washington, Jan. 3L The secre tary of war, in response to a senate resolution, has sent to tho senate n voluminous report made by Capt C. Powell and Maj. Wagoner respecting tho salmon fisheries on tho Columbia river, and how such fisheries interfere with and obstruct tho navigation and commerce of that waterway. There aro quite a number of nhotonranhs showing different styles of capturing salmon, canneries and some of tho unest specimens of hsb. The secretary of war concurs in tho reports of tho engineer officers that it is in the interest of commerce nnd navigation that the general govern ment should have supervision of and make proper regulations for the man agement of appliances in two for the capture of salmon on tho Columbia and its tributaries. Capt. Powell reports that thero are a dozen fish wheels below the uncom pleted improvements at the Cascades that do not now in terfero with naviga tion, but that when the improvements aro completed they will tend to shoal the waters of tho river. It is recom mended thai the fixed parts of those fish wheels be removed. Trap3 and pound nets causo shoaling of the wa ters. Salmon seines used near Astoria do not interfere either with navigation or tend to cause tho formation of bars, but in the fishing season gill nets set across the stream often in terfere with the passage of steamers and sailing vessels. It is suggested that the prevention of gill net fishing on the bar of the Columbia would result in a largo sav ing of life, as between twenty and sixty fishermen are drowned ou this bar every season. Tho report of tho engineer officers was referred to tho committee on printing to determine whether it is of sufficient value to warrant its pub lication at the government s expense.
