ASTORIA, OREGON: ATUKD AY JUNE 13. 1685 The Portland paiers are publishing 'ists ot beats who owo Ibo newspaper carriers money that they can't collect A man that would beat a newspaper carrier out of the money so hardly earned would give his children ten cents to go to bed without their sup- era and then steal the money from Hie urchins' pockets after they were :.leep. Fr.oM London comes the complaint -inco Gladstone resigned, "the coun try is running itself," a3 Victoria neg lects to appoint a successor. Eng V.nd or any country is very fortunate to be able to "run itself," bnt that is ough on the Divine right of her Most gracious majesty. Tako away the first and last letters of the -word "majesty,' the externals, as it were, the wrappings, and you have "a jest," and that's about what "majesty," in governmental affairs is getting to be in this day and generation. Tirn best business man in the city of Albany, New York, is reported to have said that be spent more money for advertising when people felt poor l. "That is the time," he said, "when peoplo read advertisements. It they find a store advertising bar gains, they will leave their old places and go to the new, and the new one, if it is smart, will keep them every time. The old-fashioned business man will feel that he must do things in a modern style if he wants to swim with the current." Some interesting facts are published concerning what are known as the "greyhounds" of the Atlantic. The 'camship Eivria, the latest addition t j the Cunard liue, has made 805 Knots in 4.G hours with three-quarters learn. From the Fastnets to Bally cotton Light she steamed at the rate of lS'G knots per hour, with 03 revo lutions of the screw per minute. In n sis hours' run in the Clyde, with Scotch coal, she reached C7'3 revolu i4ons of the screw, and made 20233 knots, going and returning between the Pladda and Sanaa. She gives a f peed of 21 statute miles per hour. The Eiruria is a sister ship of the 'mhria. She is entirely of steel, 520 f'ctlongby57 feet 3 inches broad, Mid 11 feel deep. Tiie Magenta was a very fine new steamer, built of steel according to Lloyd's rules, "well equipped, well found, and all recent improvements adopted to facilitate her carrying out I no work for which she was built, viz., cable repairing, being, -wo believe, the last addition to the fleet of steamers lelongiug to the Eastern extension, Australasia and China Telegraph com pany, specially designed for cable ".vork. She left the Thames early in March (on her maiden voyage)e?i route for Singapore, and has not been sighted or heard of since she left the channel, one of her small boats having been picked up about 200 miles off Cape Fiulslerre. The un thinkable ship remains still to be in- euted. Everything about a vessel has been greatly improved, but the art or keeping afloat is yet in its in fancy. Lieutenant Soitwatk has con tributed to liradstrceVs some valua ble information on Alaska, much of which will be new to the public. It is estimated that with even the pres ent sparse population of that terri lory 10,000,000 salmon are taken every j ear in the rivers of Alaska. They are graded below the Columbia river 6almon. The traders in the employ of the Alaska commercial company buy dried salmon for their dogs in winter; for a largo fish the price is nominally a cent in trade that is, about 2 or 3 mills. Perhaps not less important than the salmon are the cod fisheries. In eastern Behring's sea, off the coast of Alaska, spread immense submarine plateaux, -which are absolutely swarming with cod. On the Shumagiu islands half a doz en men take about a million cod per year, the average catch, when they go a-fishing, being 200 or 300 cod per man per day. Some idea of the number of the fish may bo formed from the hlalemeut of Lieutenant Schwatka, that to compare the Alaska cod banks with the banks of Newfoundland "would be like comparing the popula tion of China -with the population of the late Hudson's bay territory. Tnx power of money even to defeat the ends of justice is strikingly il mstrated in the case ot Ferdinand "Ward, the New York swindler. This man, after perpetrating one of the most colossal swindles in the history of finance, is lodged in a building misnamed a jail, where he leads a life of ease and comfort that would be a Jnxuryto the ordinary-man. Ludlow street jail is not a jail at alL It is a sheriff's boarding house. The sheriff is merely obliged to produce certain people when they are called for, and a guarded building is provided for him to keep them in. A " pris oner" of this kind is allowed to live as he likes, and very properly so, for he has not been proved a criminal and has certain rights which the law must respect. In this way "Ward has been having a halcyon and vociferous time. He is provided with plenty of money from some mysterious source, has the best cigars, wineB, food and reading matter, enjoys a luxurious suite of rooms, with all such little luxuries as perfumery, cut flowers, a private barber and bootblack, and he probably has a valet and servant in livery. "When he wants to go out for an evening's quiet enjoyment, some of his jailer friends, whom he liberal ly tips, are sent along for company, and with these he visits in full dress the theaters, operas and concert balls in a private carriage, winding up the whole with a neat little supper at Delmonico's. This has been going on for a whole year. Meantime some of the unfortunate victims of his rascality and avarice have been suf fering all the pangs of poverty and disgrace, and of the most conspicuous of them one, Gen. Grant, is now lying almost penniless at the point of death, while another, Fish, ruined and disgraced, is a condemned crim inal in an ordinary felon's cell. The -whole business of the river and harbor appropriation, says the San Francisco Chronicle, is unsatisfac tory, The -way the thing -works is this: The delegation from each state produces estimates from the engi neers of the sums required to be spent on improving harbors in their state. These are footed up and are usually found to amount to twice or three times as much as the appropriation committee thinks it fair to ask con gress to grant. The committee then scales the amount asked for, reducing each appropriation to one-half or one third of the sum which the engineers calculated would ba required. Then, if all goes well, the bill passes. But everyone who is familiar with harbor improvements knows that they can not be constructed in detail. If 100, 000 is required to deepen a harbor 50,000 will not halt deepen it, but will be -wholly thrown away. Small appropriations for harbor improvements render it impossible to work economically; the work takes twice the time it should and the din ger of accidents while it is in pro gress is twice as great Dribbling out a few thousand dollars at a time accomplishes nothing and merely leads to great expense in the end and injurj' to commerce in the mean while. It is high time that the an nual river and harbor bill -were framed on common sense principles and not treated as though it -were a gratuity for the several states, do nated by the bounty of congress.
