A Tit ;r cablegram from London say.,: The entire London populace is cow "in a permanent stale of hysterica over the departure of troops for service in the Soudan, which began on Thnislay with the sailing of the Coldstream guards and which has bwn lcpt up by driblets in order to help conceal tl void they will leave at home. J rt.fc was a vast throng early Thurs day morning, extending from the "Wellington barracks far along to "Westminster. Thence the course was along the Thames embankment to Blackfriars bridge. The crowd must have numbered hco res of thousands, and neither the bight of the immense mass of men and women weeping and children who were held aloft, all with straining eyes, to seo the litces of white helmets dimly through the fog, nor the sound of the roar with which the splendid choms of 'llule Britannia' was lifted up by the mul titude, can be easily be forgotten by those who saw them. Loudon had scarcely known such throbbing en thusiasm since the same guards left for the Crimea. The cold douche of the next hour's news, that El Habdi was advancing with his hosts, that General Itedrcrs JJuller had beat a retreat, across the desert, and that Britannia was not ruling as much as she had been rnl ing, was literally benumbing. The evening papers had time to catch their breath after the shock and dre?s the retreat up with phrases of strat egic exigency nnd soldierly caution, but all the same the iron entered the soul of the average Englishman andJ subdued mm into quite a changed character. .Later details on Thurs day added little to what was at iirst known of the retreat, but Lord Hnr tington's admissions and elub rumors made the outlook decidedly gloomy. Even then General Buller, it was known was coining back toKorti, and the fierce battles at Abou Klea and Gnbat, the killing of General Stew art, Colonel Bnrnaby and the rest. and the fatigue of the labor of forced Tnnrliv: nra fi rnnf nLcrvlufnl,. fry nothing. The Sun's cableirram from Lon don says: The general outlook for England is blacker than ever. The retreat in Egypt has made English men extremelv shamefnnpd. nnl tho pessimistic mood which has been prevalent for some time past is lead ing to an examination of the military and naval resources of the empire in a spirit of downright and almost childish panic. The assertions as to the powerlessuess of the army, how ever, receive startling confirmation from the complete disorganization that followed such a small demand on the strength of the British cov- government as the re-enforcement of the Lgyption expedition. To send 14,000 men to the Soudan it has been found necessary to deplete the best regiments of the country nnd to call upon the Guards, which used to be considered a crack corps, that was only brought out as a last resort. Even in this corps the examination by medical officers revealed terrible weakness, no fewer than 250 men be ing rejected iu one battalion as unfit for the campaigu in-Africa, while from another battalion at least 20U men were ordered to tho front who nave not yet been through a full coure of musketry drill. The com pleteness ot tue military collapse is proved finally by tho calling out al icady of reserves and militia. SirE. J. Eced, ji naval oxpert, has in the midst of all this written a three-column loiter to tho 2'imes to prove that the ten ship3 recently added to the tleet aro absolutely worthless. Ho even goes so far as to declaro that, owing to thoir defective construction, any one of the ten ships could be sunk by the poorest machine guns. The universal downheartedness is proved by tho unanimous protest of all the dther journals against an arti cle in the Times threatening war against Russia if she should seize Herat The St. Jamts Gazette, the most Russophobe of all the London newspapers, describes an English mreat against unssia as childish im patience and folly. The feeling against Gladstone still runs terribly high. He is assailed by pen and pencil more mercilessly than at any previous period of his career, and many people speak of him vin dictively, as if he had slain Gordon wnn nis own Hand. A colonist writ ing to the Pall Hall Gazette about the exchange ot courtesies between the colonists and the mother conntry, scornfully sums up the colonial feel ing in these werds: "Being grown up men and women, they will franklv grasp the friendly hand of a strong man, butwill refuse to bo tied to the apron-strings of a screeching, gab bling and irresolute old woman." The condemnation of poor Gladstone is completed by the complaint of a lady writer next day, that "all old women should be considered screeching, gabbling or irresolute." Gladstone looks pale and -worried and well-informed persona declare that he will Tesign before three weeks have passed. This does not seem much, nor is there any probability that it will ever cause the moniiment to topple over. Very little things, how ever, sometimes make a great dis turbance in the human system. The blood corpuscles are only the thirty-one-hundredth of an inch in diam eter, and if they are not fully sup plied with iron their owner will feel weak and languid, and not worth two cents.
