Piui.adei.phia, Sept &-The Times New York special gives an alleged in side view of the Northern Pacific situ ation. The Oregon Eailway & Navi gation people are -willing to lease their lines, and rather lean to the Northern Pacific as a stronger com pany financially thau the Union Pa cific, and more" likely to bo able to pay what it agrees to pay; at the same time they have a koeu eye on the main chance and are jdisposed to play one of the transcontinental companies against the other to get the best terms they can for their property. The Northern Pacific is thus placed in a dilemma. It canuot afford io see the important link in tho northern route on the Pacific coast which runs down the Columbia river and reaches Port land, pass into the hands of a rival which will use it to feed the Union Pacific through busiuess, nor can it afford to pay a price for its lease that will be a heavy burden on its re so urc gs. The Oregon Eailway and Naviga tion managers want as tho terms of tho lease their bonds taken care 01 and 8 per cent dividends on tho stock, but are willing to take G per cent the first year, 7 per cent the second year, and 8 per cent thereafter. Their property is not worth over 5 per cent on the present showing of net earn ings. They have much unprofitable mileage in little branch roads and many steamboats are tied up because mere is noining 10 ao. tommuia river boats are run at a los3 to keep rival interests of the river, and both of their new and expensive Sound steamers, built in the days of Villard's extravagance are now tied up becauso it does not pay to run them. Another troublesome feature in the Northern Pacific situation is Villard's road from Portland to the California boundary. Villard is in Europe try ing to raise money to finish the road. At the state line it is to be met by the California and Oregon branch of the Central Pacific. When completed tho Central Pacific will bid for Ore gon traffic instead of subsidizing the Northern Pacific as now, to keep it from soliciting San Francisco busi ness. It is rumored that Villard is going to lease the Oregon and Cali fornia lines to the Central road. If ho should, the Northern Pacific would see a rival in the heart of its own ter ritory. "Whether the Northern Pa cific management is strong enough to meet and overcome these difficulties remains to bo seen. To keep the Union Pacific from getting possession of the O. R & N. system and the Cen tral Pacific out of tho Oregon system requires more money than in tho pres ent condition of the market for rail way stocks is likely to bo raised. An Arrested Embezzler. San Feakoisco, Sept 8. This morning, as tho steamer Queen of the Pacific, from Olympia, touched tho wharf, Officer Hill, armed with a requisition and warrant, slipped aboard and arrested John Kenable, for embezzlement Kenable is charged with having made away with $20,000 from various parties in Olympia, and his embezzlements are in sums of $100 and upwards. He had in his possession $1,000 when arrested, two valises and a small grip-sack, but whether they contained any of the money embezzled, could not be ascer tained from tho officers, who for some reason or other are reticent about the matter. Kenable is charged with having made away with $20,000 from various quarters in Olympia, and his embez zlements are in sums of $100 and up wards. Among the heaviest losers are J. Harris, merchant, who sus pected tho direction taken by the fleeing embezzler, and coming to this city caused his arrest Ho is a vic tim for $110. Others are David Keath, workingman, who lost 150; L. Hirsch, merchant, $1,100; S. Stock, merchant, $200; Charles Leavitt, $1800, and two loggers named Cook son and Brown are losers to the amount of $450 and $650 respect ively. In addition to these Kenable embezzled from a host of others in sums not known, but which will make up the sum mentioned above. Immediately upon being arrested Kenable was taken to tho city prison. He is a man of not very prepossess ing appearance. He has but one arm, the left havincr been lost in an nnm. dent in a logging camp. Ho is about five feet seven in height, apparently a German and would not be suspect ed as a sharper. His advent into Olympia was about four years ago, since which time, excepting a few trips taken into the interior, he has been a resident of that place. He became noDnlar with nil nlnscna nnri the loss of his arm aided in placing him in good standing with the com muity. As Mr. Harris, his first nmi shrewdest victim, expresses it, his credibility was too well established. For over a year ho had often bor rowed money while engaged in the business of logging and lumber deal ing, paying the enormous interest of au per cen. ior nis loans. His vic tims were successfully gulled until he had accumulated enough to make his flight an object, and then he took passage for this city. The Internal Machinery. Evidently the philosopher never tried to reach, up behind his shoulder to get hold of the end of a broken suspender. Seven Millions Gone. New Bkusswick, N. J., Sept 8. Mahlon Bunyon, president of the National bank, cut his throat in a water closet of the bank. He was implicated in the thieving of Cashier Hill. r Another dispatch says: There is great excitement over the double sui cide of the president and cashier of tho National bank of New Jersey. Tho statement furnished by these officials in Jnue of tho current year showed a paid up capital of $250,000; surplus, S125,000; undivided profits, S78,180. There has been nothing in the public history of the bank since that date to cause any uneasiness among the stockholders." The suicide of President Bunyon, while strength ening the testimony of the giant frauds in the management, causes un bounded astonishment to the general public. Bunyon was 60 years old. Ho leaves a wife and four children. He had been president of the bank for five years. The National bank is in chaos. Over S7,000,000 wore stolen by Hill. Bunyon, the president implicated in the theft of Hill, expected to be ar rested when he took his life. The city is wild and crowds blockade Church streetwhere the bank stands. Cashier Campbell is expected to be arrested for complicity in the con spiracy, and other suicides are pre dicted. The mob threatened to burst open the bank, but were snbdned by the police. "Walter Carroll, a depos itor, has cut his throat on account of his losses. New Brunswick is shaken to its center. Bank Examiner Shelly has discovered a deficit of over S1,000,000 in surplus cash and securities. The town is wild. Men rush frantically to tho doors of the bank, only to be told that the business of the institu tion is suspended for tho present. Ira Hooihe's estate is partially ruin ed. Ca3hierHill was left as custo dian of this estate, and of tho bonds and securities, ho made aaway with all. Over $19,000 was taken here. In the G. B. Adrian estate over $30, 000 are gone. Bunyon, who commit ted suicide, had "$60,000 in govern ment bonds. Hall had negotiated for the sale of these, and consummated it some three days before his death. Bunyon knew nothing of Hill's do ings, trusting him implicitly. The crash in Wall street in May last took the bulk of Hill's stealings. War Daly Declared. Losdok, July 8. The Fall 2Tall Gazette says the Chineso govern ment has made a declaration of war in the form of a manifesto from tho emperor to the people. The emperor declares he regards the French ac tion as constituting a state of war, and ho calls uponliis subjects to aid in repelling,the,fjfi. Tho same paper has tho follewing: "The Chinese re port tho damage done to the forts and arsenal at Min river by Admiral Courbet a3 trifling. Tho masonry in some places has been thrown down, but this now has been fully restored. The French landed and destroyed only three guns at the Mingan forts, and did not land at all at the King Pai arsenal, which was not damaged, and no war material or stores were destroyed. There was also no fire and no explosion, and work at the arsenal is proceeding as usual. The naval loss is serious, but after all only two fighting vessels wore sunk. The others were dispatch and patrol boats. The defenses of tho river are now in as good condition as before the bom bardment Mr. B.C.
