The explana tion is that two of his colleagues helped him deliver it. One on the right hand held the sheets and handed them to him one after an other; when he had read a page he handed it to his colleage on the left; after a time the colleague on his lelt handed it behind Ins back to the colleague on the right, who handed them on to the speaker. In this manner he began to deliver his speech backward, and being interested in hearing the sound of his own voice, did not notice it. Tin: word "masher,1' an Ameri canism to describe si man who glories in his ability to win the admiration of woman, has come into use in London, where that kind of human being is plentiful. "He is a fungus," says the London Truth', " not an honest mushroomf or even a respectable toadstool, but a wet. spongy, and unwhole some emanation from a rotten and poisonous soil. Ridiculously over dressed, starched up to the very eyelids, smothered like a girl in jewelry, decked out in flowers like a footman, idiotic in countenance, and sparse in conversation, with a knobbed stick to suck, he has be come an observed form of social cold veal. Ralph "Waldo Esieksox the great philosopher and essayist was so much above the ordinary run of men that he could afford to be charged with not being consistent. He was delightfully frank. On one occasion a friend went to him and asked him what he meant by a certain passage in one of his es ssnys. The ess,:iy was one of his earlier effort?. Emerson took the book and looked at the passage in question, and, after a moment, re plied: ""Wi-11. 1 must have known what 1 meant, and I must have meant something at the time it was written, but I am sure I don't know now." Men who nonsuit oracles and interpret omens announce a present disintegration in the two great political patties and the foundation of a new one. The old issues are pretty well disposed of, and in each of the political camps are a great many unwilling re taincni. The tariff will bo a party cry at the next election and will probably form a nucleus for a new political organization. Uut the country will always have two great political parties. Our government is one of checks and balances, and two parties are a necessitv. Tin: Forty-seventh congress passes out of existence next Sat urday. The next congress pre sents the singular anomaly of a house overw helmingly Democratic and a senate with a slender Re publican majority. It is evident that the purpose for which the sen ate was constituted a check on sudden outbursts has been achieved in view of the fact that this body remains Republican as in 1S74, though now as then a ma jority of the states and of the reg istered vote are Democratic. The school geographies are incorrect as to the source of the Mississippi river. It does not rise in lake Itasca, according to the popular legend, but in a smaller body of water a little beyond, which in honor of the bishop of that name has been christened Lake Whipple. It is a fact worthy of notice that the Republican leaders in congress are being relegated to private life. Conkltng who committed political suicide two years ago, Blaine, Windom, Ferry, Sherman, and so on down tho line. Harpers "Weekly, a staunch Republican paper, says: t ''There is unquestionably a gen-; eral expectation that the revenue will be reduci'd, and if it is not re- . duced th Republicans will be justly held to account. In the iiifseiit condition u the cunitrv and in the present state of public sentiment the Democratic parly would ncit dan- to contest the. x..y . , uuu, i.. iU.a., overthrow of a tariff. It i a wise and fair administration of that sys- j tem, without violent changes and with the purpose of reducing tax ' ation and preventing a surplus, ' which is the reasonable public ex- pectation. And it is by that ad-j ministration, as shown in the' action of congress, that parties will be judged. "While it is true i that both sides are very reluctant i to do anything, it is obvious that j something must be done." And I that is about the size of it. One of .the biggest swindles in 1 the country is the schoolbook busi-, ness. It is "always ancient, a! ways new," and although tin gouge has been shown up time and again, the game goes on. From i figures furnished the California' legislature, which body is thinking ' of supplying text books to the;Jeffs VARIETY CHOP HOUSE, on state, it is shown that a set of j Concomy street is the Best in seven books can be made for 1.38. TDwn Gnmnnnson with the nrevaiiiiirH 1 l o rates shows that for the school book publishers "there's millions in it." After reading one of Tyndail's or Proctor's lectures where these scientists talk in that cheerful matter-of-fact way about what happened fifty million years ago, and what will probably occur in twenty or thirty million years to come, all this talk about bars and grants and termini, and building lots seems decidedly ephemeral. Further discussion as to the "terminus" of tho Oregon Short Line is unnecessary. That which was at first only probable will soon be a settled fact, and the 0. S. L. will have its "terminus" where the 0. R. & N. Co.'s line meets it en Snake river. It's California over asrain. Kindly reciprocity is evinced by the Germans who have opened a subscription for the sufferers by the Ohio valley floods. But a few weeks ago subscriptions were made in this country to Germans rendered destitute by a Htnilar catastrophe. Riicent investigations in New York develop the fact that there aro thousands of citizens in that city who annually pay the juror commissioners sums ranging from 25 to $100 to escape being drawn on venires and compelled to serve as jurors. In England the census is taken in 2-t hours; the census of 18S0 was taken nearly three years ago, a month being allowed for the work, and we haven't got the re suit vet. The crushing news comes from England that Oscar Wilde is go ing to write a book on America, and will be "quite severe" on the luckless inhabitants of this conti nent. Fon two performances of Patti in Cincinnati last week, the re ceipts were $125,000. Singing is almost as good a business as run ning a newspaper. Pennsylvania records show that there were 309 persons killed and more than 1,000 injured in the coal mines during 1SS2. Ouk friends in the interior are not giving Esmeralda that enthu siastic reception accorded to Hazel Kirke. Dakota quail-killers are sent to jail. NEW TO-DAY Notice.
