Mi:. .TrrFERox' sovereign cure for all the ills of the slate was the l introduction of the most rigid I economy; a frugal government, says an exchange, is seldom cor rupt and never oppressive, lie cut down the great military and naval establishments bequeathed by the Federalists as rapidly as the law permitted, and finally, without the aid of congress, re duced the army to 3,000 men, which were all that an honest government had any use for. lie reduced the diplomatic force to the three ministeis at London, Paris and Madrid. He dismissed unnecessary oflicials as fast as investigation disclosed their exist ence, lie diiected Gallatin to simplify the treasury statements and accounts so as to render them intelligible to the plainest citizen, and invited every aid in the work of reform. The whole system of internal taxation, including tlitcc fourths of the whole civil lit, was abolished at a blow, and the de ficiency supplied by Jefferson's invariable expedient, economy. AVhen he had exhausted his dis cretion he applied to v-ongress for authority to make further reduc tions, and the curious spectacle was presented of an executive petitioning the legislature for permission to surrender power and to give up patronage. The result was the rapid decrease of the pub lic debt, which the Fedeiahsts had regarded as a "national blessing," and the rise of a new question, new, indeed, in eveiy part of the earth, 'What should be done with the surplus?' Of this govern ment, in truth, the people knew nothing but the blessings; its burdens were imperceptible.. This wasthe system of Jefferson.' It was faithfully continued under his lineal successors, Madison and Monroe, and has. never, for an instant of time, ceased to command the deliberate approval of the American people.' Canal Projects in Kiirone. Oxi: of the most remarkable of the great canal projects, says the N. V. Sun, now occupj'ing the at tention of engineeis is that of uniting the North sea with the Mediterranean. Like most other enterprises of this haiacter, it is old in conception dating back, it i claimed, to the beginning of the Christian era. Four vear ago it took a definite shape in a plan for a canal from Marseilles io Lyons ami thence to Uunkiik. During the present year a substitute was suggested in the form of a canal fiom Bordcau to Xa: bonne. This latter plan, though possessing gi eat advantages in the point of dis tance, the route being much shoit er and less expensive than the other, yet, on the other hand, is less -attractive as an enter prise of vast scope, since .it would merely connect the bay of Biscay with the Mediterra nean, cutting off the doubling of the Spanish peninsula. Whichever project is selected, it would be re markable to find the eaith's sur face so cut up that a ship may pass from Bombay to St. Peters burg solely through inland waters, as it would be able to do by using the Suez, the French and the Danish canals, the three being de signed for the largest commeicial vessels. n.n.i:o.i rumors are thick, sa3s the Baker Oil- Tribune, to the effect that the Shoit Lhm has bought the right-of-way and all its appurtenances, from Snake river to this city, and perhaps to Umatilla, from the O. R. & N. Co. The whole truth of the matter is not. attainable at present, but there is some important movement on foot between the two roads. A compromise of some ort has been effected. As effort was made in the last legislature to rearrange the iiidicial districts of the state, and the re-1 suit is one of the worst tinkercd- up arrangements, as far as Clatsop county is concerned, that we have VHl rClUrrf ("TicrM- nnnnfr nitir)i !to be used to this sort of tbing; it' is sort oi chronic. "We of this pait of the state, ics'iling in Washing-' ton, Clackamas. Columbia and Clatsop counties, now find our selves in a judicial district com prising the co-untie named, with the addition of Wasco. So our circuit judge is at The Dalles. Judge Bennett, is, no doubt, an able jurist, but he is "a long way from home."' A prosecuting at torney is to be appointed by the governor within twenty days after he signs the bill. It is i eported, says the Stand ard, that the new iron and steel company of Oswego. Clackamas county, will take charge pivtiv! soon.
