As re ported, it seems indited by men who wish well to their country, to the ruler as well as to his people. It is the second utterance of the committee, or whatever they may be called; they !iMvin, in a previ ous reply to the cztir proclama tion, told him that they accept his announcement as war upon them, and meet it as such. But in this latter reply, as reported, there is expression of a different character. They do not talk of war or assas sination. They utter complaints against the policy of his government in certain respect, condemn various acts of the govern ment, dwell upon the wretchedness of the peasants, condemn the de portation of the people of Siberia, the gagging of free ipeeeh and public journals, and declaring that false counsellors are in possession of the czars ear. These are strong points, and who shall say they arc not true, except, perhaps, the czar? The advice they give the czar in concluding their manifesto con sists of some sentences which seem written with a kindly and patriotic spirit. Whether what they suggest and assert can be taken as fact, may be doubtful. But if they speak-truly, it would seem that the true and sensible course of the "ovemment ought to be in the direction of the line pointed out by them. It is re spectful towards the czar and pa triotic in expression. 4,Lct your ma jesty assemble your people around you and listen to their wishes in an unprejudiced spirit, and then, neither your majesty nor the state will hav.e any reason to apprehend further catastrophe'' This is reasonable, sensible advice, and unless the czar has made up his mind to persist in the unwise course which his father, the late czar, adopted and pursued during the latter years of his reign, he may see the wisdom of the advice given him by this terrible sectet committee of men, fully resolved to enforce a change of policy by whatever means may be necessary to effect it. Their manifesto is the first sensible utterance from that source, if it be nihilists who have issued it, of which there may be doubts.
