"The temperature here was mild. Wm. West is not only -av. expert clog dancer and actor, but is an artist of no mean pretensions. Be is em ployed at Bloom's late stand in paint ing the drop curtain, etc., for Hill's .new theatre. The drop curtain repre sents a view of Maiimillian's castle in Mexico, and is a very creditable piece of work. The Standard of yesterday is in formed from letters received from eastern Oregon it seems that the heavy snow storm was mostly north of the Columbia reaching into the British .possessions. The stock south of the anow line on the outh side of the Columbia is in -very good condition, jot many will die. Several very neat little dailiec now greet us tfrom the interior by every mail, prominent among which are the Experiment from Olympia And the Plaindealer from Roseburg. The Oregonian of to-morrow will probably te"ll thct the hull of tlie British ship City of Dublin has been -sold as she lays to Mr. A. Y. Hamil ton, of Portland. The Standard of vvesterday says she was sold at private xale for $1,000, and Mr. H. will pro .ceed at once to look after the welfare of the new purchase. An editor has been promoted. J5ro. Merry of the Inland Empire says: -'We are pained to announce that we are no longer a private citizen. In an .evil hour we have been appointed, a -deputy fish commissioner for Wasco county, and have serious thoughts of -writing to Noltner to ascertain if this will disaualifv us for United States Anatoxin 18S4". Teach Honesty Iy. Remarking upon the condition of affairs in Astoria, and the effort of the few to bring order out of chaos in the government of the city, a gentle nraa remarked in our hearing a few days since that such things could not occur if the same effort was made by the better classes of the community to "keep the devil out of men" that were used to "keep men out of itke devil. " True enough , we thought It was the devil's own who got us into this fix, as acommuni ty. The legislatures may keep on passing laws to secure honest elections until the crack of doom and they will do no good, until the people become honest themselves. No law can be enforced without a public sentiment to back it, and so long as "respect able " members of both parties wink at all sorts of political scoundrelism, so long will means be devised to evade the strictest law. It is not worth while to -amend constitutions, until public tiiorals are amended. To W. B. Sewell. A correspondent tX Seatco, one of the guards of the Washington terri tory penitentiary, referring to The Astorian's remarks concerning W. B. Sewell, the pretended agent of the San Francisco Chronicle who recently "came to grief" before the grand jury in this county, says: I was not in the least surprised when I read that article, for I am very well acquainted with Sewell. I had one of the keys to the Olympia jail where he was an inmate for eighteen months for grand larceny. He was sentenced for two years, but with the assistance of a minister, and a few other persons, he was par doned after serving about eighteen months of his term. He claimed to be a doctor, also a jeweler. After his pardon he went to the Puyallup val ley and played himself ff as -a very pious person, but fell from grace when lie was caught trying -to rob some one at the house where he was boarding. He is a bad man, and ought to be showed up. I am certain that he is the Bame person from your description of him. W. C. Hawk. Salmon Contracts. There is not a cannery-man on the Columbia river, nor yet a purchaser of canned salmon in the market, but who can be benefitted by using the blanh contract paper prepared for sale and printed at the Astorian office. Call and leave lis your orders for them, gentlemen, and -prevent those embar rassing results incident to sales with out the use if them. A senator in Indiana has offered a bill tc provide against "unjust char ges by surgeons ,and physicians for services rendered."" This may.be a joke. Who ever saw a doctor that" got rich administering pills or cutting off legs? There is no profession, as a w -7 rule, except the Printer, poorer paid than the physician, who by the patient labor of years has fitted himself for his labor of chanty, and receives so little thanks. .. For many years parties have been experimenting to devise some means to prevent the toredo, a worm which perforate? ind destrojB piles and other wooden material placed in salt water. The Intelligencer says such a discov ry is worth over forty thousand dollars a year to Seattle alone. At Tacoma piles for the railroad wharl were cop pered, at an enormous expense. As toria is never troubled with the worms, and m this particular at -least has a Arery decided advantage over San Francisco, and sister.cities to the north of us. Who has not heard -of rich dis tillers sending their products around tho world in the holds of vessels for the purpose of improving its quality? The system is a great deal older than any whisky that can be found in the land at this day. An enterprising dealor on Chenamus street in this city, Mr. J. Strauss, has just received a fine lot of whiskiec which were subjected to the same sort of a teat, in a smaller way, "however, and even if it was accidental the liquor seems to have improved by travel, or else it was a pretty good article before it was ship ped in tho first- place. Both Strauss and I. S. Jones, of Oysterville ship ped the same day, Strauss' whisky went to Oysterville and back by the land and water route, and it was found to be "way up" when it got to its final deitinatigo. Important Decision. The supreme court, in session at Salem have announced their decision in the case of B. P. Burch vs. R. P. Earhart, secretary of state, reversing the decision of the lower court. This case involves the question as to wheth er or-not the secretary of state was authorized to draw warrants on the state treasury for the deficiency ac counts for the last two years, the legis lature having made an appropriation without levying a tax to meet the same as provided by the constitution. Desirous of being on the safe side the secretary refused to issue the warrants without first being sanctioned in so doing by a mandamus issued by the courts. The case was first tried before Judge Harding, of the third judicial district, who decided in favor of the state. An .appeal was then taken to the supresae court, which re versed the judgment of the court be low. Chief Justice Kelly, in render ing iiiB decision, took the ground "that whether the sources of income were sufficient for that iprpose or not was a question, for he legisla tive assembly, and it aloae, to de termine. Owing to ike increase of taxable property aad the -probable decrease in the expenditures of the state administration, it doubtless concluded thaA no iurther taxation was required to meet nil demands specified in the act making appropria tions for the current fiscal term of two years. As the legislature failed to impose an additional tax to pay de ficiencies, the fair presumption is that none was needed." He held that it was the duty of the respondent to audit the account and draw his war rant on the treasury for the amount found due. This will carry with it claims against the state amounting to about S40,000 in the Aggregate, held by parties in various sections thereof. Norway is the smallest nation of Europe in most respects, but its comm-eree is such that its fleet is ithe third largest in the vworld, --and why? Because the congress -of America has made Norway a mation of "preferred citizens of the United States:" and how ? By passing acts admitting vessels of other nationalities 'into our ports upon the same basis as ships of this nation, while -jsrohibi-ting vessels from sailing trader the American Jag to other ports of the world unless they were built at home.
