Jennifer French is an artist and author who also volun- teers for Florence FoodShare and the new Public Art Committee. Ms. French is also a long term care ombudsman and is a founder of Backstreet Gallery. Bart Mealer is a retired utility operations man- ager who also volunteers for the Chamber of Commerce, Friends of Florence, and Siuslaw Public Library. Mr. Mealer is also the President of the Florence FoodShare Board. Ann O'Connell is a retired attorney and social worker who also volunteers for the League of Women Voters, CASA, Habitat for Humanity, and SOS. Thomas Turner is the Florence Police Chief, former Lane County Sheriff, and member of Florence Rotary. A D M I N I S T R A T I O N Lane-Wendson Transmission Line Rebuild The Bonneville Power Administration has prepared a draft environmental assessment for the proposed Lane-Wendson Transmission Line Rebuild Project. The 41-mile transmission line runs between Eugene and Florence in Lane County, Ore. The draft describes the project, why it is needed, discusses the potential environmental impacts the project would create, and lists the mitigation measures that would lessen or eliminate those impacts. We would like to hear from you. Please share your comments, concerns and any insights you may have about the content of the draft. BPA involves the public during environmental review to meet our obligations under the National Environmental Policy Act. Your input also helps us make better decisions about projects we are considering and may help us minimize or eliminate the environmental impacts of those decisions. BPA is accepting comments through Dec 28, 2015. Florence Hearth and Patio owner James E. Gabriel must make nearly $18,000 in resti- tution to four clients and shut down his business for repeat- ed violations of construction contracting law and court- approved agreements. Gabriel, 61, has operated as an unlicensed construction contractor doing business as Florence Hearth and Patio. He must remove any adver- tising for Florence Hearth and Patio and disconnect all phone numbers linked to the store. For three years, he must also submit regular reports to the Oregon Department of Justice, proving that any income he receives is obtained legally. In a settlement filed recent- ly with the Lane County Circuit Court, Gabriel admit- ted to violations of existing injunctions and agreed to new sanctions sought by the Construction Contractors Board (CCB) and the Oregon Department of Justice. For years, Gabriel sold and installed pellet stoves, among WEDNESDAY THURSDAY other things. He also carried chimney supplies and serviced chimneys. Installing stoves and clean- ing chimneys both require a CCB license. The CCB cited him for multiple violations of con- tractor laws in 2006, 2007 and 2009. A settlement filed with the Lane County Circuit Court in 2009 barred him from work- ing as a contractor until he became licensed with the CCB. At that time, he was also prohibited from taking money from clients until he delivered any products and finished any work. Gabriel admitted to viola- tions of the 2009 settlement in 2012. He recently admitted that he violated the subse- quent 2012 agreement at least four times between mid-2013 and late 2014 by working as an unlicensed contractor and by taking deposits from con- sumers. The CCB, for example, cited him for working as an unlicensed contractor in February 2014, after a Reedsport consumer called to complain that he incorrectly installed a refurbished pellet stove and failed to obtain a required permit or tell her about a required inspection. “Consumers may not know that people who install wood stoves and clean chimneys need a CCB license,” Enforcement Manager Stan Jessup said. “In fact, anyone who bids on or works on proj- ects that improve real estate must be licensed. “Any consumer who had called us to check on Mr. Gabriel the past several years would have learned that he lacked the required license and was operating illegally.” The CCB is the state agency licensing more than 33,000 contractors. Anyone who is paid to repair, improve or build a home must be licensed. Learn more about how to have a successful proj- ect at www.oregon.gov/ccb.
