The straits to which the scissors editors of the West havo been re duced by tho recent blockade of Eastern mails were terrible, but relief is now at hand. A visit to the sanctum revealed a distressing condition of affairs.. The paste was cold and stiff, the pencil blunted, a thick layer of dust cov- Ai..i.tl, a U ... The year 18'J closed another decade in the history of Minneap olis, says tho Rword, and sees her ahead of all competitors in the race for supremacy among north western cities. Minneapolis now has 2-15,000 population, a gain of 200,000 in ten years. This place her thirteenth in point of size among tho large cities of the Un ion, where ten years ago she stood number thirty-eight, having out stripped twenty-five of her sisters in the race. In manufacturing, and in tho various lines of business her growth has been no less marked. Jt'ST now a great dual ia said about the Australion system of vot ing and tho reform that it would work if introduced in this country. It may and doubtless docs posses many advantages over the present plan, but actual test would doubt less reveal many imperfections which aro not now apparont. But after all it is not so much a ques tion of system and as it is of deter mination to permit every legally entitled voter to cast his ballot onco and have it counted as oust. Laws are of littlo service except they be enforced and the Austral ian system would bo found of lit tle real benefit without courago and honesty to back it up. The conclusion of the whole matter is this: Where any system now works well the Australian system would work perfectly, but whero it is most needed it would utterly fail to work a reform. It is possible that a city advanta geously situated for commerce may supisirt a large numiicr of people by demands of shipping. This is very rarely a fact, and usu ally an important point uses its facilities as a basis for productive industries, and these, in connec tion with the trade, soon paves tho way to wealth and prosperity. Times Mountaineer. It is within our roach now to secure a cannery which will em ploy from 50 to 3.ri0 hands, besides consuming fruit and vegetables galore,- All that can be raised for miles around. Nothing that we can secure will draw trade to this town as will a cannery. Farmers from far and near will come with their produce and will be led to trade here rather than elsewhere. Not a merchant in town but will see the practical benefit to his business if this cannery is secured, therefore all should help liberally. Not an owner of realty but will find his property more valuablo and more saleable because of its coming, therefore all such should help very liberally. Not a mechanic but will find moro work because of its coming; thorefore every mechanic is interested in so- curing it and should help. The ap plication for a franchise proposes to take prosrty aggregating in value $100,000. For this it oilers not hing or what amounts to tho same thing. Tho court ticiug custodian of public property should not permit diver sion from public use under any cir cumstances when such divertiiient will in any sense interfere with the public or deprive thrill of its use. If however it bo needed for a use which will not deprive the public uf their rights then the court may make equitable and just terms which always requires that value received for all benefit conferred. As theiiHcs for which these parties ask thefranehise would conflict seriously with public travel and use, tho court is not called upon to consider terms and can only re- ject their application.
