The Democratic party of Oregon in State convention assembled, proclaim the following propositions of political faith and action : 1. Unfaltering devotion to tho car dinal principles of Republican govern ment, as declared and put into practi cal ojeration by the Fathers of the Re public. I. The preservation of tho general government in the proper exercise of u .-.i.--.i-u olDifitoil tih it. in the C?OH- stitution, carefully and strictly con strued, and the maintenance, inviolate of the several States of the Union in all their rights, dignity and equality, as the most competent and reliable ad ministrators of their own domesticcon cerns, ami the surest bulwark against the tendency toward a centralized des potism. . 3. Opposition to aggression by either department of the government upon the functions of any other and to the exercise of federal authority of anj' ot the rights or powers reserved by the constitution to the States respectively, or to the people. 4 That every attempt on the part of the Federal government to exercise anv powers not delegated to it, ami es pecially everv interference by the gov ernment or "anv of its departments, with the local affair of any State, or with tho rights of the people thereof to choose their own representatives is an act of usurpation which should tie repudiated and condemned by every friend of constitutional liberty. 5. Wedemand retrenchment, reform ana the nnt rigid economy in the ad ministration of every department of the government ; the honest payment of the debts, the sacred preservation ot the public, faith; strict accountability ot all officers, and the speedy and im ..iitiil :iri-:iiirnuuMit ot all abuses ol iu 'lie trust lie fore the tribunals of jus- i. . .-. ..... ... tir lice; a zealous care oi mu ii.s ' election bv the people; the absoluto subordination of the military to tho civil authority. We protest against the burdens of a protective tarilf, as need less exactions from a people already intolerably op pressed bv a national debt, and wo in sist that the tarilf be so regulated as to provide only sufficient revenue for an economical administration of the gov ernment, and not for the purpose of eiiricikin.-c the few atlaie expense of the many, or fostering one branch of in dustry to the detriment of another. 7. That tho precious metals are the only basis of commercial values; that an "irredeemable' paper currency is a national curse, and we insist upon the speedy return by tho national govern ment lo specie payments. 8. That the treat3- between tho Unit ed Slates and China shall be so modi fied as to apply solely to commercial rel itions. 1. T.iat we condemn the party in power, onlv for itsconteinpt of constitu tional obligations, but for extravagant partisan and corrupt administration of tho federal government; for its reck less ex pcndiiure and profligate waste of the people's money; for its oppres sive, un just and defective system of fi nance and taxation; for the perver sion of the fnnct ions of the general gov ernment to enrich the threat corpora tions at the expense of the people; for tho jobbery and frauds which have brought reproach upon democratic in stit ut ions ; for the iniquities of the pro tective system; for the curse of an in convertible paper money; for its dis graceful diplomatic service and uniit appointments and continuance in otlice of incompetent and corrupt men at home and abroad; for its att.-mpt l. pass an unconstitutional force bill, and for a catalogue of other en u niities; wliich have rendered that organization offensive to and subversive of the lib erties of a free jeople. 11. That corporations are the crea tures of law; their functions and priv ileges are granted to subserve tho public interests, and when they are not used for the object of their creation, but for purposes of oppression and extortion, we declare it to be the right and duty of the legislative power to regulate and control such corpora lions fi r the public good. 12. T.iat we disapprove all measures in the interest of monopolies against labor, and therefore we approve of the declared principles and sympathies with the avow d objects of" the order known as tiie Patrons of liusbandry, and with those of all other orders haV ing for their object, retrenchment and reform in public affairs and the social advancement of the people. l'J. That we are in favor of laboring to secure judiciotis appropriations from Congress for the purpose of improving our "harixws along the western anil northern boundaries of our State, and we demand that our representatives in Congress shall use their best efforts to secure the aid of the general govern ment for the free navigation and im provement of the Columbia river, by the construction of locks at the Cas cades; the improvement of the Willam ette and Coquill rivers; the construc tion of the Portland, Ddles and Silt Ijake and Winiiemueca Railroads, and the early completion of the Oregon and California Railroad from Rose burg to the State line. 15. That the policy of the Republi can party in dealing with the Indian tribes is impolitic anil unwise; that the time has arrived when the few Indians now occupying the Umatilla, Grande II .mile ami Siletz reservations should tie removed to some other locality, and thus open up to settlement by the w hites some of the richest portions of theStf.te. 1 . That we invito tho hearty eo-oiv orations of all persons, whatever mav have been their past political affinities to unite with us in carrying out the principles herein enunciated. Tue Way itis Done.
