3WBR.UWUlUIJtt W THE OREGON SCOUT. J AMOS K. JONES - EDITOK, City and County Official Paper. Thursday, Febr'y. 20, 1890. KDITOltlAI.. XOTKH. Tin: maliciously inclined paper arc now circulating tho report that the recent Hood in the Willamette valley washed everything away except the mortgages on the farms. Tim: East Oogoniiin tizes it up in a nutshell, as follows: "What is Pro tection? It is taking from a thousand men what they need and deserve, and giving to one man who neither needs nor deserves it." Tim-: Portland Welcome says tho deniocralH can carry Oregon nextJune "if they have sense enough to take advantage of the present condition of affairs." It is to be hoped they will have sense enough. Ax exchango figures it up like this: It is a little rough on tho criminal. They get the weakest minded, most ignorant men possible for tho jury, and then speak of trying tho poor unfortu nate by a jury of his peers. Tim: council of La Grando, a few months ago, mortgaged tho town to secure .$ 20,000 with which to construct water works. Tho money has buon on hand for Kotno time hut no move has been made to commence tho work, until last week when tho coiincil ap propriated $2,000 to sink an artesian well "for the purpose of supplying tho citizens with water." Tho remaining $18,000, wo presume is to bo used in causing a suction through the "key hole" miHiciontly strong to draw tho county scat in that direction. Moro towns die for tho want of con fidence on tho part of tho business men and lack of public spirit than from any other cause. When a man in search of a homo or biasness location gM into a town and linds everything brim full of hope over tho prospcuta of tho place, and all earnestly at work to build it up, ho toon becomes imbued with tho same spirit, and a a result ho drives down tho stakes and goes to work with the samo interest. It is tho duty of every citizen to try and make a live, enterprising town of tho 0110 in which ho lives. When you are working or saying a good thing for your town you aro accomplishing all tho inoro for yourself. OKlSdU.VS (iOVKit.NOKS. Of the above, all of tho territorial governors aro dead ; and of tho stato executive-, Gibbs and Woods have joined tho silent majority. Abcrnathy camo to Oregon in 18 10, and was one of the originators of the provisional government, which was in force until tho organization of tho ter ritorial government. Gen. Joauph Luno was tho Democratic candidate for Vice President on tho Hreckenridgo ticket, in 1800, and at tho opening of tho war threw his inlluonco in favor of tho South. Ho refrained from tak ing any active part in tho otVort to dis unite the republic, and retired to Kosoburg, where he died in April, 1881. Governor Gaines was reported to have been killed by tho Indians, near Foil Uoiso Idaho, in 1851; nothing further is known of his fate. George L. Tho question is often asked, who would bo president in tho c.iso of tho death of both tho president and vico president? In January, 18S0, after tho death of Vico President Hendricks, a law was made fitting this ease. If President Cleveland had died and been succeeded by tho presidentof thescnate, tho spuotaolo would have been witnessed' of a change of administra tion from democratic, to republican, contrary to tho will of tho people, who elected a democrat president. To obviate this awkward difficulty, to provide that tho highest officer in the country should bo of tho political party that prevailed at the last election, a special law was passed. It declared that, in ease of death or removal or both the president and vice president, tho secretary of state should bo president. In caeo of his death or removal, tho chair will be filled by tho secretary of tho treasury, then by tho secretary of war, and aftor him by tho attorney general, post master general, secretary of tho navy, secretary of tho interior, in tho order named, incase of tho disabillity of all these, there would still bo tho secretary of agricul ture, who was not a cabinet ollloor at the time the law was made. If there fore, Harrison and Morton should be removed, Secretary Hlaiue would be president. Tho nearest tho country over came to realizing the condition to be met by this law wan in 1805, at the time of tho tiHassiuation of Lincoln. If tho plan of tho conspirators had succeeded, president, vico president and secretary of stato would have all been removed by tho plot that killed Lincoln. 0UMMKUVIU.K, A Rendabia Biulot of News by Our r.tgu Ur Corvospomttutt. The political star was discovered by some wise men in the southwest who followed it until tho star stopped di rectly oil' our town and Elgin, when they begun to make some inquiry as to where tho promised Messiah was lo cated. They finally succeeded in finding him on a string strcched from tho key-hole to Elgin. The consumer of foul air at the head running down to anything that could be traded for votes to the tail. Hut it is suspected by some that tho tail will not wag to suit tho dog and the whole thing will collapse. There aro indications of a greater acreage of grain being sown tho com ing spring than over before. Most all farmers who had not fully broko up there ranches aro opening up all tho now lands possiblo. and making every preparation to put in nil tho lands that will bear seeding. Ilcsides a great many acres aro being set to timothy and alfalfa grass, as hay in the near future will bo more profitable to the farmer than grain, much easier han dled. Extensive stock raising in this locality will soon bo something of the past as there is no more money in the occupation. According to reports by tho Orego nian our assessor Mr. Guild, of Union county made himself heard in the meeting of assessors of the state in favor of tho tax-payers and common sense. Ho has made a good officer and tl.e republican party could do no better than to renominate him for the office. Mr. Guild is a young man with quite a family, and is a cripplo for life but not like a great many who have not been so unfortunate, ho is always on tho rustic and earns his liv ing wherever ho is.
