AMOS K. JONES - EDITOK,
City and County Official Paper.
Thursday, Febr'y. 20, 1890.

Tin: maliciously inclined paper arc
now circulating tho report that the
recent Hood in the Willamette valley
washed everything away except the
mortgages on the farms.
Tim: East Oogoniiin tizes it up in a
nutshell, as follows: "What is Pro
tection? It is taking from a thousand
men what they need and deserve, and
giving to one man who neither needs
nor deserves it."
Tim-: Portland Welcome says tho
deniocralH can carry Oregon nextJune
"if they have sense enough to take
advantage of the present condition of
affairs." It is to be hoped they will
have sense enough.
Ax exchango figures it up like this:
It is a little rough on tho criminal.
They get the weakest minded, most
ignorant men possible for tho jury, and
then speak of trying tho poor unfortu
nate by a jury of his peers.
Tim: council of La Grando, a few
months ago, mortgaged tho town to
secure .$ 20,000 with which to construct
water works. Tho money has buon
on hand for Kotno time hut no move
has been made to commence tho work,
until last week when tho coiincil ap
propriated $2,000 to sink an artesian
well "for the purpose of supplying tho
citizens with water." Tho remaining
$18,000, wo presume is to bo used in
causing a suction through the "key
hole" miHiciontly strong to draw tho
county scat in that direction.
Moro towns die for tho want of con
fidence on tho part of tho business
men and lack of public spirit than
from any other cause. When a man
in search of a homo or biasness location
gM into a town and linds everything
brim full of hope over tho prospcuta of
tho place, and all earnestly at work
to build it up, ho toon becomes imbued
with tho same spirit, and a a result
ho drives down tho stakes and goes to
work with the samo interest. It is tho
duty of every citizen to try and make
a live, enterprising town of tho 0110
in which ho lives. When you are
working or saying a good thing for
your town you aro accomplishing all
tho inoro for yourself.

Tho question is often asked, who
would bo president in tho c.iso of tho
death of both tho president and vico
president? In January, 18S0, after
tho death of Vico President Hendricks,
a law was made fitting this ease. If
President Cleveland had died and been
succeeded by tho presidentof thescnate,
tho spuotaolo would have been
witnessed' of a change of administra
tion from democratic, to republican,
contrary to tho will of tho people, who
elected a democrat president. To
obviate this awkward difficulty, to
provide that tho highest officer in the
country should bo of tho political
party that prevailed at the last election,
a special law was passed.
It declared that, in ease of death or
removal or both the president and vice
president, tho secretary of state should
bo president. In caeo of his death or
removal, tho chair will be filled by tho
secretary of tho treasury, then by tho
secretary of war, and aftor him by tho
attorney general, post master general,
secretary of tho navy, secretary of tho
interior, in tho order named, incase
of tho disabillity of all these, there
would still bo tho secretary of agricul
ture, who was not a cabinet ollloor at
the time the law was made. If there
fore, Harrison and Morton should be
removed, Secretary Hlaiue would be
president. Tho nearest tho country
over came to realizing the condition to
be met by this law wan in 1805, at the
time of tho tiHassiuation of Lincoln.
If tho plan of tho conspirators had
succeeded, president, vico president
and secretary of stato would have all
been removed by tho plot that killed
Lincoln.
