THE OREGON SCOUT. AMOS K. JONES EDITOR, City and County Official Paper. Thursday, March 7, 1889. KDITOltlAL NOTES. A law enacted by the legislature, recently, in Arizona mnken train rob bitig n capital crime. Patj-wth have been insucd from llie general land ofliec to the .Stale of Ore gon for 58,8-13 acres under tlic swamp land grant. A flaw is said to have been discov ered in the high license law passed by the legislature which will render it in operative if tested. lm: La Grande Journal wiya if it liad not been for J. O. IvuIiii'b efforts at Salem the enabling act would never have been passed, and the Gazette says it wuh cntiiely owing to the work done by Snoddy. This is a matter of great interest to the public and we trust it will be settled without bloodchcd. Great men are apt to bo in opposition to each other, occasionally. A IJi'kkai.0 lady was recently taken ill and induced to belicvo by Christian scientists that her illness was a pure figment of the brain, and that drugs were worse than useless. All she had to do was to repeat over and over to herself that there was nothing tho matter with her. Tin's she kept up for twelve days, when her case was brought to. public attontiou aud she was removed to u hospital sullering from one of tho worst cases of pleuro pneumonia on record in that city. The proper place for faith healers is in stales prison. Now Hint I he president has ap proved the bill for tho admission of Washington territory, there will bo lively times for tho next few months. The- first tiling to bo done is to have an election on tho 7th day of May for members of a convention who will meet on the '1th of .luly to prepare a state constitution, which constitution will bo subinited to the popular vote on the 1st day of October, and if it be approved, the territory will be admit od by the president's proclamation. After this another election will be held for stale oflicors, members of tho legislature, which legislature will elect two senators, who will take their seats upon the assembling of the next eon gre.s on tho ihbl of December next. The convention will decide upon tho county elections and it will undoubt edly be decided that the election for county olhcers will bo simultaneous with that of state officers otherwise it will require an election overv vear. In regard to the fees of school clerks, Clio following is u paragraph of a bill introduced byT. T. Goer, which is now ulaw: "The clerk of each school dis trict containing -1,000 or more inhabi tants shall receive for his services of the money collected by him of school tuxes as follows: For tho first twenty thousand dollars or any less sum, five per centum thereof; for the next twenty thousand dollars or any part thereof, two per centum thereof; for all sums above forty thousand dollars, one per centum thereof. Tho cleiks of nllt other school districts shall ro ceivo for thoir services, of tho money collected by them of district tuxes levied in their respective districts, five per centum theieof, and tho directors of any district may pay their clerk such additional compensation as is in their judgment necessary." This now law allows the clerks of any school district to pay their clerk additional compensation, while tho old law only allowed this in small districts. Wiikthku a man begins the task of ruling sixty million) of people, sets out on a prospecting tour, or tackles a job of killing hogs, there is nothing like making a good start. On tho morning of the -Ith when Benjamin Harrison left tho Whito House ho was accompanied by a democrat. All along the lino to thejeapitol, a demo crat sat by his side. When ho entered the president's room, olf tho senalo chamber, it was with a democrat. En tering the senate chamber, he had tho aid and support of a democrat. When ho lifted his hand to take tho oath ho received tho administration from n democratic chief justice. As ho went out on the East portico of the Capitol, hp stood on democratic ground and in tho hallowed recollec tions of democratic sages. If Mr. Harrison doos'nt mako a good, honest, conservative public administration, then there is nothing in that passage of script uao which says, "Train up a grandson in tho way ho should go, Ao," JiruiiJaiWLiLjierjaaimt.H statu itui-omr srirooi.. One of the most important bills passed by the last legislature wits that providing for a state reform pchool. The act provides that the board of com missioners shall consist of the gover nor, secretary of state, and tlx; super intendent of public instruction, who are clothed with full power to establish, and conduct the school, purchase suit able premises, and in its construction to make requisition upon the superin tendent of the stale penitentiary for such convict labor and inntcri.iln al ready manufactured, and for the use of all machinery and workshops in his command within the penitentiary grounds as may be. available for the construction of said reform thool The commissioners will doubtless or gaim.o as soon as authorized by the law as the fact that forty-six minors under twenty years of age are now conliiiu in the penitentiary who ought to be in the reform school is incontroverti ble evidence of its immediate neceesity Tho location of the school will un doubtedly bo at Salem, for the const! tulion says that "all the public institu tions of the state, hereinafter provided by the legislative assembly, shall be lo eated at the scat of government," meaning, of course, the state eapitol THi: ItAIMtOAi) COMMISSION. There is liable to be considerable fun over the railroad commission business me legislature says the emergency clause is in force and Governor I'ciui oyer says it is not, because he did not sign llio Dili, Hindi becomes a lav without his signature. Tho result is that the somite- and house in joint session selected as board No. J, J. I. Faull, of Maker City; ( W. Colvij;, of Doui'las count v and Robert Clow, of J'olk county. Tho governor has appointed C. V, Church, of Portland, and Geo. If, nnggs, 01 wasco county. 'Uns is board No. 2. The old commission insists that they aro as good as ever and follow thoir opin ion by holding meetings as usual. secretary uen 1111.3 ine secretary s chair and Waggoner and Slater declare they won't give up for ninety da s yet. f his is board No. 3. Hoard No. 1 seems to have the host of the fight as they are in possession of the books of tho old board and havo tho keys of tho office. Tho matter will, however, probably be decided in tho courts. Tuk La Grande papers say that preparations are being made for tho building of the Wallowa branch of tho O. It. ifcN. Co s. road. We presume this a blulf on tho part of tho little com pany made on account of the proposed Hunt railroad, but wo sincerely hopo it is not and that the load will bo built. Tho people of tho lower end of the county have a double incentive to raising tho Hunt subsidy as it proba bly means two roads instead of one. Just how the O. 15. it N. Co. figure on getting anything to do, when compet ing with tho O. A W. T is known on ly to themselves. A Waimiixuton dispatch of the 3td. iust. says that it is assured that tho Cabinet has been fully agreed upon as follows: Secretary of State, Blaine, of Maine; Secretary of the Treasury, Windom, of Minnesota; Secretary of War, Proctor, of Vermont ; Secretary of the Interior, Noble, of Missouri; I'ostinustoi-Gouorul, Wannumuker, of Pennsylvania; Attorney-General, W. II. II. Miller, of Indiana; Secretary of Agrieultuio, Gov. Husk, of Wisconsin. rnufTHMnntuoii The Aini'ildo lluiinrnlilo. Sai.ii.m. Feb. 2:1. Kiiitok Scoct: In your issue of the llth. The above shows the city indebtedness to bo considerably in excess of that reported by my predecessor, but his report was made on the 7th of January, 18SS, and was repor ted at SI 770 10. which was nearly correct at Out date. Had that report been made on the .'list of December, 1SS7, the indebt edness would havo been 2 (ll(i 70, for war rants that should have been cancelled be fore January 1st, were not turned ove. till Jan, 7th, 185S. The city indebtedness Dee. :!1 . 1SSS of ;!8.". r7, was owing to the fact that the funds of the marshal and city treasurer wore not turned over till the month of Januarv. 1SS!). The funds in the hands of the marshal and treasurer on the .".1st dav of Dee. 18S3, would have reduced the indebtedness of the city to about .$1 201- .3s. which Is correct up to this date. I would siiffues. that the council meet as near as possible on the .'list day of Decem ber of each year and liulsh up all the busi ness for that year, and tint the marshal pay over to the treasurer all taxes collected before that time, and that the treasurer turn aver all warrants in his hand at that date for cancellation, and that each officer make his report ending on the :tlst day of December of each year, hereafter. 1 J.
