proved the bill for tho admission of
Washington territory, there will bo
lively times for tho next few months.
The- first tiling to bo done is to have
an election on tho 7th day of May for
members of a convention who will
meet on the '1th of .luly to prepare a
state constitution, which constitution
will bo subinited to the popular vote on
the 1st day of October, and if it be
approved, the territory will be admit
od by the president's proclamation.
After this another election will be
held for stale oflicors, members of tho
legislature, which legislature will elect
two senators, who will take their seats
upon the assembling of the next eon
gre.s on tho ihbl of December next.
The convention will decide upon tho
county elections and it will undoubt
edly be decided that the election for
county olhcers will bo simultaneous
with that of state officers otherwise it
will require an election overv vear.
In regard to the fees of school clerks,
Clio following is u paragraph of a bill
introduced byT. T. Goer, which is now
ulaw: "The clerk of each school dis
trict containing -1,000 or more inhabi
tants shall receive for his services of
the money collected by him of school
tuxes as follows: For tho first twenty
thousand dollars or any less sum, five
per centum thereof; for the next
twenty thousand dollars or any part
thereof, two per centum thereof; for
all sums above forty thousand dollars,
one per centum thereof. Tho cleiks
of nllt other school districts shall ro
ceivo for thoir services, of tho money
collected by them of district tuxes
levied in their respective districts, five
per centum theieof, and tho directors
of any district may pay their clerk
such additional compensation as is in
their judgment necessary." This now
law allows the clerks of any school
district to pay their clerk additional
compensation, while tho old law only
allowed this in small districts.

One of the most important bills
passed by the last legislature wits that
providing for a state reform pchool.
The act provides that the board of com
missioners shall consist of the gover
nor, secretary of state, and tlx; super
intendent of public instruction, who
are clothed with full power to establish,
and conduct the school, purchase suit
able premises, and in its construction
to make requisition upon the superin
tendent of the stale penitentiary for
such convict labor and inntcri.iln al
ready manufactured, and for the use
of all machinery and workshops in his
command within the penitentiary
grounds as may be. available for the
construction of said reform thool
The commissioners will doubtless or
gaim.o as soon as authorized by the law
as the fact that forty-six minors under
twenty years of age are now conliiiu
in the penitentiary who ought to be
in the reform school is incontroverti
ble evidence of its immediate neceesity

tulion says that "all the public institu
tions of the state, hereinafter provided
by the legislative assembly, shall be lo

Tuk La Grande papers say that
preparations are being made for tho
building of the Wallowa branch of tho
O. It. ifcN. Co s. road. We presume this
a blulf on tho part of tho little com
pany made on account of the proposed
Hunt railroad, but wo sincerely hopo
it is not and that the load will bo
built. Tho people of tho lower end of
the county have a double incentive to
raising tho Hunt subsidy as it proba
bly means two roads instead of one.
Just how the O. 15. it N. Co. figure on
getting anything to do, when compet
ing with tho O. A W. T is known on
ly to themselves.

The above shows the city indebtedness to
bo considerably in excess of that reported
by my predecessor, but his report was made
on the 7th of January, 18SS, and was repor
ted at SI 770 10. which was nearly correct
at Out date. Had that report been made
on the .'list of December, 1SS7, the indebt
edness would havo been 2 (ll(i 70, for war
rants that should have been cancelled be
fore January 1st, were not turned ove.
till Jan, 7th, 185S. The city indebtedness
Dee. :!1 . 1SSS of ;!8.". r7, was owing to the
fact that the funds of the marshal and city
treasurer wore not turned over till the
month of Januarv. 1SS!). The funds in the
hands of the marshal and treasurer on the
.".1st dav of Dee. 18S3, would have reduced
the indebtedness of the city to about .$1 201-
.3s. which Is correct up to this date.
I would siiffues. that the council meet as
near as possible on the .'list day of Decem
ber of each year and liulsh up all the busi
ness for that year, and tint the marshal
pay over to the treasurer all taxes collected
before that time, and that the treasurer
turn aver all warrants in his hand at that
date for cancellation, and that each officer
make his report ending on the :tlst day of
December of each year, hereafter. 1
