The Ex aminer's Washington special says: The secretary of the interior has seni to Senator Sherman, chairman of sen ate committee on foreign affairs, a let tcr with a comi'leto report made by Maj. Powell, superintendent of the geological survey. A senate bill was introduced some time since to facili tate settlement and develope the re sources of Alaska, and to open an over land commercial route between the United States, Asiatic Russia and Japan. The report is accompanied by two large maps. Maj. Powell Bays a railroad is feasible over this vast ex tent of country, and the difficulties are not much greater than those that have ahead been mastered in buildinz roads alieady in operation." He says the distance from northern Montana to Behring sea is 2800 miles. The report gives a general descrip tion of tho region through which the proposed road would pass, and tells of tho geological formation and general prospects of the country for settlement and business. Advantage is taken of the report made by explorers who were sent by the Western Union Telegraph company in 1865 to map out a route for that company to run its lines. m'snAY school coxrEyTiox.t A Mass Meeting of the Sunday School workers of Oregon will be held at the Gospel Tabernacle, Port land, commencing Sunday evening, July 11th, and closing July 13th. B. F. Jacobs, of Chicago, Chairman of the International Sunday School Executive Committee, one of the lead ing Sunday School workers of the age, accompanied by several other eminent workers from the East, will be in at tendance at this convention. This will aflbrd a rare opportunity for the Sunday School workers of Oregon to meet with some of those who stand at the head of International Sunday School work, and who have been a power in the land in arousing and main taining an interest in this great cause. It is the purpose to reorganize the State Sunday School Association at this time, and perfect arrangements for carrying on tho work that is to Le accomplished through such an organi zation. It is therefore a. matter of great importance that all those inter ested in this work should attend and parcipitate in this convention. While this will be a mass conven tion, and all interested will be entiled to participate in its deliberations, yet to insure a representation, all Sunday Schools throughout the State are re quested to elect two or more delegates pledged to attend. The Liquor Dealers' Union ar rogated to itself a dominating influence in Umatilla jwlitics during the cam paign just closed, and directed its best efforts against J. P. Wager, editor of the East Oregonian, who was candidate for Joint Senator on the Democratic ticket, but who was not even "epdorsed' by the Prohibitionists. It appears, however, that the sober and respacta ble element of Umatilla and Morrow counties, unlike that of Coos and Cur ry, was in.no mood to brook this for eign and unwarranted interference in local political affairs, and emphasized its displeasure thereat, and at the same time administered a rebuke not less severe than it was deserved, by elect ing the bold and talented Wager with a flattering majority. S,, delivered the Annual Address of the Victoria (Philosophical) Institute in London, on the 28th of May, on which occasion the Ioststitute's new President, Professor Stokes, President of the Ttoyal Society, took the chair. The report was read by Captain F. Pe- trie, the honorary secretary, and showed that the Institute's home, colonial, and American members were upwards of eleven hundred, including many who joined from a desire to avail them selves of the Institute's privileges father than bear a part in its work. An increasing number of leading sci entific men now contributed papers .! ;,tj i. r 1 . about a truer appreciation of the result of scientific inquiry, especially in cases where scientific discovery was alleged by the opponents of religious beliefs to be subversive thereof. The author of the Address then gave an account of the work, discoveries, and general results of tho recent Geological and Geographical Expedition t Arabia, and Western Palestine, of which he had charge. Sketching the course taken by him (which to a con siderable extent took the route as cribed to the Israelites,) lie gave an account of the physical features of the country, evidences of old sea margins 200 feet above the present sea mar gins, and showed that one time an arm of the Mediterranean had occupied the valley of the Nile as far as the First Cataract, at which tine Africa was an island (an opinion also arrived at by another of the Institute's members Sir W. Dawson,) and that, at the time of the Exodus, the Red Sea ran upjinto the Bitter Lakes, and must have formed a barrier to the traveller's prog ress at that perod. He then alluded to the great changes of elevation in the land eastward of these lakes, mention ing that the 'raters of the Jordan val ley once stood 1,292 feet above their present height, and that the waters of the Dead Sea, which he found 1,050 feet deep, were once on a level with the present Mediterranean sea margin or 1,292 feet above their present height. The great physical changes which had taken place in geological tim were evidenced by the fact that whilst the rocks iu Western Palestine were gen erally limestone those of the mountains of Sinai were amongst the most an cient in tho woild. The various, geo logical and geographical features of the country were so described to make the. address a condensed report of all that is now known of them in Egypt, Palestine and Arabia Petraa. Sir Henry Darkly, G. C. M. G., F. R. S. moved a vote of thanks to Prof Hull, and to those who had contribu ted to the work of the Institute durinz the year, which included Assyriolog ical investigations by Prof. Sayce, Mr. Boscawen, and others; M. Mas poro's and Capt Conder's Egyptian papers; Prof. Porter's Eastern re searches; also a review of the question of Evolution by Prof. Virchow, and the results of investigations in regard to the subject of the origin of man, as to which it had been shown by Sir William Dawson, that geology divided the chronology of animal life into four "gieat periods;" in the first, Eozoic in the Geological as in the Bible records, were found ihe great reptiles; and the last, or Tertiary, was again subdivided into fire "periods," and it was only in the last of these, the "modern" period, that the evidences of man's presence had been found. Again as regards his ape descent, the forma tion and proportions of the skull and bones of the ape considered most like man were found to be so different from those of man as to place insuper able difficulties in the way of the theory. In the gorilla, tho high crest on the skull, which was also found in the hyena, was absent in man. Also among other points, if the capacity of the brain of the anthropoid apo were taken at ten, that of man even in his savage state was twenty-six, or nearly thrice as much, a very important fact when, as it was known, any appreciable diminution in the brain of man was at1 once accompanied by idiocy. As re gards the tiansmutability of species, Barrande's argument against the theory founded on the results of a life of mod ern research clearly pointed to the fact that one great bar to the transmuta bilitv of species lay in the refined and minute differences in the molecular airaiigen.ents in their organs. The proceedings were concluded by a vote of thanks to Prof. Stokes, under whose presidercy it was remarked that the work of the Institute would be carried out with ihe increased help and guidance of men of the highest scientific attainments, and in a manner to tend to advance Truth.
