The fiscal year ending J ?i,ne 30, 1903, witnessed the - nieate-a acr tivity in the history of ()rpon in the settlement and sale of pub lic lands. The number of en tries, the amount of lauds dis posed of, the cash receipts from sales, combined with fees and commissions collected at local offi.es-break all records. , The enormous aggregate of funds de rived from sales, commissions and fees during the- period was $2,655, 330. Thesa returns mean that Oregon contributed in the neighborhood of $2,000,000 to the reclamation fund or twice as mHch as the state contributed in the two years preceding, when it turned in more than $900,000. The reclamation fund gets all cash receipts, with the exception of money fer expenses of the land service, and the hve per cent diverted te educational pur poses. During 1902, there were 11, 792 entries in Oregon, covering 1,297,099 acres of land, while the year just ended nas a record of 18,744 entries, embracing a total area of 1,844,697 acres. Although figures, so tar as available, do not classify the en tries made in Oresron. the fact that over 18,000 new entries are reported is the best evidence that Oregon is attracting settlers in ao small numbers, and home builders and citizens of the de sirable class are seeking out the state where they can establish homes under the most favorable circumstanoes. Tkere is a guar antee that the new settlers are desirable citizens from the very fact that all entries, particularly those of the first half of the year, were most carefully examined to determine whether the entrymen were acting in good faith and in their own interests, rather than in the interests of others. SERVED HIS COUNTRY WELL. When Secretary of War Root retires from the cabinet next January, that body will lose one of its most distinguished mem bers. While his relations with the present ! administration have been most cordial, four years of arduous public service has made demands that have told upon even so rugged a constitution as he possesses. More than this, his duties as a member of the Alaska boundary tribunal will necessitate his presence in Eng. land for an indefinite period. "I shall carry with rae un abated loyalty to your adminis tration, confidence in the sound conservatism and patriotic un felfish&ess of your policy and en during gratitude for the kind ness and consideration with which your friendship has hon ored me. I shall not cease to appreciate the . sympathy and loyalty to President McKinley with which you took and car ried on . his work and I shall always be bappy to have been a part of the administration direct ed by your "'sincere and rugged adherence to right and devotion to the true interests of the coun try." These are the concl uding words of Secretary Root's letter to the President, and, th latter, never given to flattery, pays this high tribute to his retiring Secretary of War: ' "We never had a public ser vant of the Government who has worked harder than vou have worked during these tour years and a half, and this not merely in point of time, but above all in point of intensity, and your success has been equal to your labors. The only reward you have had or can have is the knowledge of your successful athievement, of the performance in the fullest fashion of a great pftblic duty, the doing of which was of vital importance to the Nation's welfare. . : -, "May all good fortune attend you , whereyer . you are; the American people wish yo well and appreciate to the full the debt due you for all that have doneJn their behalf." you Kw Cure for Diseases of Men.
