Foreigners coming here to take up and cultivate new lands and to locate permanently and be come useful and law-abiding cm zens of the UniteStates have al win been and (till are welcome additions to the enterprising popu lation of the in eat West, and upon the whole there is no objection to the German and Scandinavian newcomers who come to till the oil and create new and permanent homes for themselves and fanrly. If all immigrants were of that class no regulation of immigration to the United States would be asked for or thought of for a cen tury to come, neither are any present laws or rules for regulating immigration aimed at this desir- able and useful class of immi grants. The German immigration have been and still is an impor tant factor in the development of the resources of the great and growing Northwest, and the re strictive 'measures lately adopted will not, and is not intended to, diminish the intlux of this Indus trious and loyal class of immigrants mUn wilt continue to come and to be assimilated bv the American common-wealth as a component part. But in the latter years an entire ly different class of immigrants have commenced to arrive at our shores and ask for admission on eoaal terms with the hardy and thrifty Northerners. The dusky Italian with his hanl-organ and his Mafia-atliliations, the lazy and unwashed city refuse from Southern Europe, the fugitive from justice, the criminal pardoned on condition that he shall leave liis native country, the assisted pauper who can not or will not work for a living and in whose language the word "home" has no equivalent, have all come and knocked at our doors and de manded a chance to enjoy life at our expense. The bulk ot this class of immigrants are extremely illiterate and ignorant and nearly as objectionable as the Chinese, because they do not come here to become American citizens and to make their share of the duties and responsibilities of citizenship, but simply to make some money, one way or the other, and then return to their native land. It is no won der the American people and the American government become alarmed and have adopted more stringent measures for regulating the landing of immigrants. At best these Italian, Arabian or llungaiian immigrants are noth ing but common day laborers and naturallv Hood the country and cities insearch of employment as such, and the direct and immedi ate consequence is a depression of of the labor-market and a down ward tendency of wages. Evidently the Telegram thinks that a lie well stuck to, will have all the effect of an absolute truth, hence its reiteration that articles are made dearer by the new tariff rates. The facts is that the things it mentions are not one cent higher in price than they were before the tariff went into effect, if any change has been made in any of the articles they have been cheapened by competition. Tea is one of the articles mentioned which has been and still is upon the free list. Yet the Telegram mm the McKinlev bill has made it dearer.
