The shortage of crops and the lowering war clouds, when viewed in the light of the actual starvation among the peasantry in Russia, forms any thing but a pleasant picture across the pond. It is an ill wind, how ever, that blows nobody any good, and this distress is making better prices for wheat in this country. While our foreign neighbors are quarrelling and preparing for war our farmers are harvesting an enormous crop, which will be sold this year at a good profit. A dis patch from Berlin says that the arrival of the kaiter has been followed ith unusual activity in the war office, and by orders to strengthen the garrisons in Alsace Lorraine and all along the eastern frontier. The katser is said, on semi-official authority, to be of the opinion that France is in a frame of .mind that might lead at any moment to war, that the people of France have been so stirred u; by the evidence of Russian sympathy and friendship that they are likely at any moment to insult Germany in a way that would of necessit be followed by war. The French sentiments on the Alsace frontier have of late become very arrog.tnt iu their treatment of Germans who cross the line and refuse sometimes to even look at passports, driving the Germans back at the point of the bayonet. A similar disposition has displayed itself recently among the French customs officers, and all tha con duct of the French points to a willingness to provoke a crisis by the maltreatment of German sub- ! jects. As for the kaiser, it is said he would sooner tight while Lord Salisbury is iu lower iu England, as he feels that he has nothing to hope from a liberal cabinet. The Austrians keep a keen ob servation of the military move ments of Russia, which now has a vast force of infantry and five divisions of rirlos, in addition to numerous frontier guards, designed for the invasion of Ei stern Galicia and to interfere with Austrian mobliation in the event of war. Austria is not in a financial con dition to rival the military pre' parations of Russia, but the army is to be increased as far as the revenues will permit. The pyinptoms of disturbance among the peasantry of Southern Russia are increasing and bands of tbem are prowling the woods, living on fruits and what game they can capture. Large numbers of the peasantry have, it is said, perished from want and by the btyonets of the soldiery, who have been hunting down the insurance who remain alive. A number have made their way into Asiatic Turkey, and will be found, in the event of wir, lighting on the side of Russia. The Russian government is making efforts to send help to the suffering people of Ural provinces. The stories horn those provinces ure frightful and surpass any of the sufferings in other parts of Russia. The inhabitants are without a tinc ture of socialism, but they have made a stern demand on the land owners for some rebate of the rents for the present year, on the ground that the usually bad har vests made it next to impossible for the tenants to pay. Health , reports in Russia are usually im perfect, but they show that the bad harvests have already caused i an alarmiug increase of infant mortality. It is suggested by the medical authorities in Moscow that the increase is not to be ac counted for wholly through acci dental causes, and that many par ents get rid of their children at periods of hardship by methods that are suspicions. Nothing has beeu done about the matter in the way of judicial investigation, the authorities being actively engaged in the relief of the suffering provinces. One of the departments of gov ernment that, perhaps more than any other, conies directly within the cognizance of the people is the post oltice department. The peo ple are directly interested in secur ing cheap postage rates and have l.een well pleased to seenre them. Gieat Britain has been a leader in this respect among the nations, and it is now said that she pro poses to put on foot a movement to secure cheap ocean postage for the English which will probably re sult in a uniform penny ocean rate. Of course such a move will be speedily imitated by other coun tries, although the motive for resorting to it will not be the same as that influencing Gieat Britain, which has long been subjected to pressure from the colonies for a cheaper rate than that enjoyed at present. There seems to be no good reason why Great Britain should not carry a letter to Canada for a penny. The United States for two cents carries letters a much longer distance and by much more expensive routes. Of course, the change, if carried into effect, will make a heavy reduction in the postal revenues of Great Britain but it is probable that the increase which always follows a radical cheapening in a service of this kind will soon offset the loss. The Arctic exploring business is having another trial, in the at temp of Lieut. Peary, whose wife is accompanying him on his peril ous trip. It is reported that dis aster overtook him on the outset, having fallen and broken his leg while in Melville Bay. His wife will certainly have ample oppor tunity to teal Iter usefulness in the early stages of his voyage. I O. K. T. Honest Result. O, K.
