Various theories have been ad vanced at various times in regard to causing rainfall. practical trial of some of these theories is to he made and will he watched with interest. The Chicago Inter Ocean says that the promised exjieriuient of Ir. Iyrenforth to produce rain in the arid regions o! the West by concussion will he awaited with interest. Though there is nothing essentially new in the proposition, yet the eleva tion of a balloon charged with hydrogen and oxygen, which, when the balloon reaches a certain safe altitude, will he exploded, is a distinct advance on old theories. If the proposed method be success ful in first forming rain, and then precipitating it, the dry and deseu regions of Africa and Australia may become fruitful and fertile plains. During the war it was a matter for common observation that heavy tiring, whether of mus ketry or cannon, was invariably succeeded by rain. This phenom enon, which sometimes follows military reviews, also was prob ably first observed in the time of Arago, who finding the practice of tiring guns common in some of the departments of France, was invited 10 keep his batteries in practice in a neighborhood where he settled. In 1S0G many com munes kept a battery of small guns for this purpose, the com mune of Fleury going so far as to get one which used a whole pound of powder at a time. A Mr. Edward Powers publishtd in 1S2 a work on the subject entitled ''War and the Weather," and Profeesor Everett, the head of the .Meteorological Society, thought that great battles or great tires produced rain, but whether the production of moisture was due to the llame or the concussion he was unable to determine. The same conditions axe known to have been produced by volcanic eruption, and at the Paii.- Academy of Sciences in lSl M. (i ay read a piper in which he stated lhat the rainfall was invar iably increased in those years which were remarkable for tiesmic disturbances. The English capitalists do not seem to be afraid of the terrible McKinley bill, for they are still eeeki'ng profitable investments in this count ly. A report from Chicago says that another syndi cate of British capitalists has turned its attention to a new field for profitable investments, and has selected that city as the base of operations. The great lakes are to be used for the establishment of a direct and continuous water communication between Chicago and the seaports of Great Britain. The vessels to be employed in this service will be of such a tonnage as to pass through the Canadian lock canals in safety, and yet Le thoroughly lilted for ocean travtl. The pioposed line will result in a great saving of freight and would be especially attractive to invalid e8sengers who would otherwise be compelled to travel 10C0 miles by land to the Atlantic seaboard. The corpoiation will be known as "The Atlantic and Great Lakes Navigation and Trading Com pany." It will build and operate its own vessels, for which purpose fj.OJO.OOO has been subscribed. Already contracts have been made with the large importers of Chi cago, Milwaukee and Detroit, by which the merchants have agreed to ship and to instruct their for eign agents to ship all goods via that line. Tin peculiaiities of trade and commerce are eften matters of in terest, as well as being hard to understand. It is said that the prohibition of the export of com from Persia calls attention to i curious fact, that the scarcity of an article in a country does not always ereate a commercial de mand for it. Something else is needed, and w hen that something is lacking there is likely to be an export trade in the scurce article, even if the people of the exporting country are starving. All of which goes to show that the statistics of external trade do not always af ford indisputable evidence that a country is prosperous or has a surplus. The sealskin business of our northern possession, forun an immense part of our industrial system, and should be fostered and protected. It is said that eighteen thousand sealskinsat the present prices is a pretty good catch for the poaching schooners in Ileli ring sea up to the end of .line. If the vessels do equally well this month the total catch will equal the 40,000skin3 brought toYictoiia last season. Unless all experts are wrong, the breed ing grounds cannot endure this wholesale slaughter much longer. Iris charged that the Secretary of Minister IVniglas, in Ilayti, surrendered fugitives to the insur rectionists and leceived money for so doing. If that is a fact, he should himself he surrendered and shot by the next revolution ary hand, which will probibly be in force before the moon falls again.
