A lengthy session of the city council w.i'i held iti the chambers last evening. The city surveyor mad. a report that be had completed a a survey and prolile of the Scio road from the east end of Fourth street to the outskirts of thecity and recom mended that no permanent im provements be made until the road is straightened. The matter was referred to the committee on streets and public property with instructions to reorl at the next regular meeting of the council. Petition of 1. Peam and others that a sewer be constructed at the corner of Third and Jackson streets, was referred to the com mittee on st reels and public prop erty. Petition of W. W. What does Mr. Schmidt ask as salary if the association is organ i.ed, and he is chosen dairy com missioner for Linn county'.' Mr. Schmidt asks nothing but is satisfied to leave it entirely with the managing hoard and the. share holders, and let it solely depend upon the success of the enterprise and if the shareholders should desire to bind .Mr. Schmidt for several years, he is willing to give the stock company security to show his intention is l' a.ie in earnest. To further the work of the managing hoard Mr. Schmidt offers under their direction to carry out their plans in their practical work ings, but will not have anything to do w ith handling of the share holders money which must be left solely to the treasurer, and with out other coinpensa'ioii than covering of direct expenses and i the institution can be ready for operation in three months. I I'.lias Maxwell, living between , Kiio Htitte and the Santiani, was arrested yesterday and brought to Ibis city on a charge of incest, pre ferred by his 17 year old daughter, Abbie Maxwell. He was arrested at his home by Constable C Ci. Hurkhart, who wfs accompanied by A. W. McLair. The father, who is about 5J years of age, did not seem surpiised. His wife, however, threatened to kill herself if her husband was taken away. but changed her mind. The ciime is a most revolting one. The story of the girl is that her father commenced his in human treatment live years ago, when she was but a little over tweive yeais old. She told her mother about it, but the latter was too weak minded to prevent the desires of her brutal husband, nid he continued the practice until the girl heiself, out of shame of herself and parents, made complaint to procure her father's arrest. Maxwell denies that he com mitted the act, and said he did not want any attorney and would make no defense. The girl's story is no doubt true. The terribleout ii ge upon her has caused her to look like a woman ."0 years old, but she seems bright mentally.
